Job summary

Northrop Grumman Defense Systems (NGDS) sector is looking for a Senior Program Manager (Manager Programs 3) to lead large technical program execution as part of the Integrated Battle Command System (IBCS) Operating Unit within the Global Command and Control Solutions (GC2S) Business Unit located in Huntsville, AL.

As the centerpiece of the U.S. Army's air and missile defense modernization strategy, Northrop Grumman’s Integrated Battle Command System (IBCS) connects sensors and effectors never designed to work together into one command and control system. IBCS gives warfighters an expanded view of battlespace, allowing them to act quickly and decisively. IBCS is revolutionizing how U.S. and Allied Forces integrate across all domains, delivering advanced warfighter capabilities. This is a full-time on-site position located in Huntsville, AL. As the Senior Program Manager, you will report to the Director of Programs for IBCS Software and be responsible for technical, cost and schedule performance of a U.S. Army program valued at over $500M. This role sits at the heart of the program leading over 300 personnel, whose mission is to protect the warfighter in today’s challenging geopolitical landscape through design, development, verification, and integration of the IBCS software in a large, complex SAFe development environment that includes significant participation of the users in all aspects of development and deployment.

You will also be responsible for senior customer interface, shaping technical and business strategy, and driving organic growth of the program and team. You and your team will ensure compliance to the Scaled Agile Framework (SAFe) and Northrop Grumman software development practices and develop and implement a metrics-based performance measurement approach that ties programmatic rigor (cost/schedule/Earned Value) to software development flow and technical outcomes. The selected candidate will balance program execution discipline with strong technical acumen, enabling informed trade decisions that optimize cost, schedule, performance, and mission outcomes across multiple Agile software development trains and supporting development efforts. Responsibilities Include

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
  • Establishment and management of the program and subordinate baselines
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization
  • Development and adherence to master plans and schedules
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Managing suppliers to meet program objectives
  • New business leadership – market adjacencies, working with Future capabilities and new industry partnerships
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Identification, distribution, tracking, and completion of program requirements
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Delivering presentations to customers, executive management and other program stakeholders
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Identifying, allocating and managing program resources, including workforce planning
  • Managing Government/customer supplied property or information (GFE, CFE, etc.)
  • Adherence to all internal processes, policies, and applicable industry standards

Basic Qualifications

  • Bachelor’s degree with 8+ years of relevant program management experience, or Master’s degree with 6+ years of relevant program management experience (software-intensive or complex development programs).
  • Experience baselining and leading large, complex development programs with program-level financial management and reporting (Earned Value Management, Control Account Management, Risk & Opportunity Management).
  • Experience in creating and managing integrated master schedules and resource-loaded software development roadmaps that reflect customer priorities and align with customer schedules and deployment plans.
  • Working knowledge of organizational financial management and reporting (e.g., Annual Operating Plan, forecasting, variance analysis)
  • Comprehensive understanding of software development within an Agile Environment (e.g., Scrum, Kanban, SAFe), including backlog management, PI planning, and incremental delivery
  • Demonstrated experience with resource planning and staffing to plan across multiple Agile teams or workstreams.
  • Demonstrated customer interface skills
  • Demonstrated large-team organizational and communication skills
  • Demonstrated executive communication, presentation, and collaboration skills
  • Demonstrated ability to partner with technical leaders (e.g., Chief Engineer, Solution Architect, IPT Leads) to make balanced technical and business decisions, including cost/schedule/performance trade-offs.
  • Active Secret clearance

Preferred Qualifications

  • Bachelor’s and/or master’s degree in engineering disciplines
  • Demonstrated ability to constructively challenge the status quo and legacy processes, confidently speak up with data‑driven recommendations, and influence stakeholders to adopt improved ways of working
  • U.S. Army customer engagement experience
  • 10+ years of program management experience on complex development or software-intensive programs
  • Proposal development experience including shaping technical and management approaches for large Agile or software development efforts
  • SAFe Agile experience and training (e.g., SAFe Agilist, Release Train Engineer, or similar certifications/experience)
  • Experience with DevSecOps and Continuous Integration/Continuous Deployment (CI/CD) concepts and tooling, and how they integrate with program plans, schedules, and risk posture
  • Prior leadership experience in a commercial software product organization or large-scale commercial software program, ideally involving continuous delivery and rapid iteration.
  • Experience integrating Agile metrics (e.g., velocity, predictability, defect escape rate) with traditional program management metrics (e.g., EVMS, schedule performance, cost performance)

Primary Level Salary Range: $184,300.00 - $276,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
