Blue Shield of CA is seeking a Product Manager to lead a team driving healthcare quality and affordability initiatives within our Operations Strategy, Planning, and Performance group. You will translate business strategy into prioritized roadmaps, manage quarterly planning, and measure delivery outcomes.

The Healthcare Quality and Affordability Operations Strategy, Planning, and Performance team translates business strategy, regulatory commitments, operational needs, and enterprise affordability and quality goals into prioritized product roadmaps, requirements, and measurable delivery outcomes. The Product Management, Manager will report to the Senior Manager of Product Management. In this role you will lead product owners supporting HQA agile delivery, including quarterly planning, intake, prioritization, backlog readiness, vendor collaboration, and outcome measurement. You will help ensure the right work is built at the right time, reduce rework, strengthen business readiness, and connect product investments to measurable improvements in affordability, quality, compliance, operational efficiency, and member and provider experience. This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.
Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
