Job Description

The Manager of Payroll Systems will lead the strategy, implementation, and optimization of our payroll technology. This role is responsible for overseeing payroll system operations, ensuring compliance with federal, state, and international regulations, and driving process improvements through automation and system enhancements. The ideal candidate will have deep expertise in payroll technology, strong leadership skills, and experience managing large-scale payroll operations in a complex, multi-entity and highly regulated environment. The Manager partners closely with Payroll, Operations, HR, Finance, IT and Compliance teams to enhance system functionality, support complex pay rules, 24/7 operations, and multi-jurisdictional requirements typical of casino environments.

Essential Duties/Core Competencies

Configure and Maintenance of Payroll Rules: To include supporting various employees and pay differences, included but not limited to: tipped employees and tip allocation; shift differentials, premium pay, and overtime; union contracts and collective bargaining agreements; multiple pay groups and 24/7 operations

Ensure Compliance & Risk Management: Maintain compliance with federal, state, and international payroll regulations, tax laws, and company policies.

System Integration & Automation: Collaborate with Payroll, IT, HR, Operations, and Finance to optimize integrations between payroll, HRIS, and financial systems.

Vendor & Technology Management: Manage relationships with payroll service providers and technology vendors to ensure system reliability and performance.

Process Improvement: Identify opportunities for automation and process enhancements to improve payroll accuracy, efficiency, and reporting capabilities.

Data Integrity & Reporting: Ensure payroll data accuracy, oversee audits, and generate reports to support financial planning and analysis.

Core Competencies:

Payroll Systems Expertise: This role serves as the primary subject matter expert for Workday Payroll and UKG (UltiPro, Dimensions, Workforce Management) systems.

Regulatory Compliance: Strong knowledge of federal, state, and international payroll laws, tax regulations, and reporting requirements. Knowledge of local jurisdiction gaming laws (federal, state, etc.) and regulations as well as Company’s internal controls, policies and procedures.

Analytical & Problem-Solving Skills: Ability to analyze payroll data, troubleshoot system issues, and drive continuous improvements

Technology & Process Optimization: Experience implementing and enhancing payroll systems, leveraging automation, and improving workflows.

Cross-Functional Collaboration: Ability to work effectively with HR, Finance, IT, and external vendors to align payroll operations with business goals.

Leadership & Team Development: Strong leadership skills to manage and mentor payroll system teams, fostering a culture of efficiency and accuracy.

Attention to Detail: High level of accuracy in managing payroll data, audits, and compliance-related documentation.

Change Management: Experience leading payroll system transitions, upgrades, or process improvements with minimal business disruption.

Data Security & Confidentiality: Understanding of payroll data privacy, cybersecurity, and risk mitigation strategies.

Communication & Stakeholder Management: Clear and effective communication skills to present payroll insights, policy updates, and system changes to executives and employees.

Work/Educational Experience:

Must be at least 18 years old, possess a high school or equivalent diploma and have the ability to obtain the appropriate license pursuant to the applicable statute, rules and regulations.

Bachelor’s Degree in related field AND three (3) years’ experience in a Management position.

OR Five (5) years of experience in a Management position.

Eight (8) years’ related work experience.

Experience supporting casino, gaming, hospitality, or 24/7 operations.

Advance knowledge of Payroll and Human Resources issues and solutions.

Hands‑on experience with Workday Payroll and UKG (UltiPro and/or Dimensions).

Multi‑state or multi‑property payroll experience preferred.

Advance knowledge and strong background in HR systems.

Experience with unionized environments and collective bargaining agreements

Ability to effectively present information in one‑on‑one and group situat ions.

Mathematic Skills & Reasoning Ability:

Ability to work with mathematical concepts such as probability and stat istical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to define problems, collect data, establish facts, and draw valid conclusions.
