Hoover Institution is seeking a Manager of Development Operations to oversee the administrative activities of the Development department, including budget planning, gift processing, vendor management, and BI reporting. Reporting to the Senior Manager of Development, this role leads a team of three and coordinates with Finance and IT.

The successful candidate will mentor staff, manage annual expenses, and ensure compliance with university policies.

Qualifications

  • Bachelor’s degree in a relevant field.
  • Three years of relevant administrative/financial management experience.
  • Experience supervising staff and performing performance management.

Responsibilities

  • Lead day-to-day operations for the Development office and supervise staff including coaching and performance management.
  • Guide HR policy interpretation and program implementation with HR managers as needed.
  • Assess business plans for efficiency and financial impact; lead process improvement where needed.
  • Recommend staffing, facilities, and health/safety changes to leadership.
  • Ensure compliance with university admin policies and procedures and develop internal guidelines.
  • Manage budgets including forecasting, monitoring, and reporting of expenses and gifts.
  • Represent Development operations in internal and external stakeholders; coordinate with Finance and IT.

The role serves as the primary liaison to Hoover’s Finance and Information Technology teams.

Job Description

Based in Hoover Institution's home office, this position oversees the administrative activities of the Development department, including human resources compliance, vendor management, finance and budget management, gift processing and data reporting/business intelligence. The role serves as the primary liaison to Hoover’s Finance and Information Technology teams. Reporting to the Senior Manager of Development, the Manager of Development Operations manages a team of three direct reports: two data analysts and one gift processor/administrative support staff member. The role is responsible for leading, mentoring, and developing this team, including performance management and professional growth. The position also manages the department's vendor relationships and oversees production of data reports and business intelligence deliverables. In addition, the role helps build and manage Development's annual expense budget and gift income projections. The Manager of Development Operations serves as the primary liaison between Development and two key partners: Hoover's Finance team, on budget management and financial reconciliation, and Hoover's Information Technology team, on data security and compliance. The role will also lead the Development data team through a transition to a new donor database system. The successful candidate brings a very high level of attention to detail, strong organizational and problem-solving skills, and proven leadership experience. Preferred experience includes managing system transitions and familiarity with Stanford University systems, including Oracle.

Responsibilities
Core Duties
  • Manage staff in the day-to-day operations for functional area(s) of responsibility. Responsible for hiring and retaining staff, career coaching, personal development for direct reports and accountable for the performance of employees. Ensure work completion within schedule and constraints.
  • May independently or in collaboration with human resources managers, guide supervisors in the interpretation and implementation of human resources policies, procedures and programs.
  • Evaluate business plans and processes for operational and/or financial effectiveness. Analyze and resolve complex issues and provide alternative solutions as necessary. May lead process improvement for immediate unit or program. Influence leadership on specific recommendations for current operations and future development.
  • Analyze needs and make recommendations to leadership for changes in staffing, facilities, health and safety compliance, finance, technology and/or administrative functions.
  • Interpret, implement and ensure compliance with university administrative policies and procedures. Recommend new internal policies, guidelines and procedures.
  • Manage the finances for area(s) of responsibility which includes developing, monitoring, analyzing, forecasting and reporting on the annual budget.
  • Represent the department or program's business operations and administrative affairs within the organization/school and/or outside constituencies.
Minimum Education

Bachelor’s degree

Minimum Experience

three years of relevant experience in administrative and financial management, or combination of education and relevant experience.
