Job summary

Job Description

PURPOSE AND SCOPE:

The Manager, Mechanical, Electrical, and Plumbing (MEP) directsProperty Services functions, which may include high-rise buildings,with complex MEP systems. Extensive scope may include all physicalplant, HVAC, electrical and domestic water systems for the campus.Responsible for budget planning for all areas and resourceallocation. Works closely with Director of Property Services andProject Development and Planning Team in R&R and capitalprojects. Responsible for ensuring compliance with all local,state, federal codes and regulations.

This role works collaboratively across LSC campuses on specialprojects, recommend process improvement, and implement bestpractices in standard operating procedures (SOPs) across functionalunits.

ESSENTIAL JOB FUNCTIONS:

1. Manages and maintains the college's MEP systems
2. Develops and implements a preventive and predictive maintenanceprogram for MEP systems; Works closely with maintenance teams tominimize downtime and equipment failures; Utilizes ComputerizedMaintenance Management Systems (CMMS) for tracking work orders,inspections, and asset life cycles
3. Monitors and optimizes energy consumption to improve efficiencyand reduce costs; Collaborates with sustainability teams toimplement energy-saving initiatives such as LED retrofits, buildingautomation systems (BAS), and water conservation efforts; Ensurescompliance with Lone Star College's sustainability goals
4. Ensures all MEP systems comply with local, state, and federalregulations, including OSHA, NFPA, NEC, and ADA requirements;Manages inspections, testing, and reporting for emergency powersystems; Manages water quality testing and legionella preventionprograms
5. Collaborates with Property Development and Planning Team forMEP-related capital projects, renovations, and system upgrades;Works closely with architects, engineers, and contractors to ensuredesigns meet college standards and operational needs; Managescommissioning and test and balance (TAB) processes for newinstallations and major system upgrades
6. Works in collaboration with the Property Service Director andBusiness Operations team in the procurement process as it relatesto MEP maintenance, repairs and capital improvements
7. Manages and maintains service contracts with externalvendors
8. Serves as the MEP Lead for emergency situations, includingpower outages, HVAC failures, and plumbing emergencies; Developsdisaster recovery plans for MEP infrastructure and participate incampus-wide emergency planning
9. Supervises and trains maintenance technicians and MEPspecialists; Conducts regular safety and technical training toenhance the skills of the facilities team; Promotes a culture ofaccountability, teamwork, and continuous improvement
10. Works closely with campus Property Services directors,administration, and faculty to address facility concerns andprioritize work orders; Provides updates and reports to seniorleadership on system performance, risk assessments, and budgetaryneeds; Ensures a customer service-oriented approach in respondingto campus needs
11. Stays current with emerging MEP technologies; Evaluates newindustry trends and recommend strategic investments in facilityinfrastructure
12. Responsible for other reasonable related duties asassigned

KNOWLEDGE, SKILLS, AND ABILITIES:

• Advanced technical knowledge of MEP systems including HVAC,electrical, plumbing, refrigeration, and pneumatic controls
• Strong understanding of computerized building operation systemsand Building Automation Systems (BAS)
• Expertise in preventive and predictive maintenance strategiesand asset lifecycle management
• Familiarity with CMMS platforms for tracking work orders,inspections, and performance metric
• Comprehensive understanding of regulatory codes and standardsincluding OSHA, NFPA, NEC, ADA, and water quality regulations
• Knowledge of commissioning, test and balance (TAB), anddisaster recovery planning for MEP infrastructure
• Strong leadership and team development skills, includingtraining, mentoring, and performance management
• Effective communication and reporting skills for engaging withsenior leadership, faculty, and cross-functional teams
• Excellent project management skills with the ability to overseecapital projects, renovations, and system upgrades
• Ability to lead emergency response efforts for MEP-relatedincidents and develop recovery protocols
• Ability to manage inspections, testing, and compliancedocumentation for critical systems
• Ability to work in high-rise and complex building environmentswith exposure to mechanical rooms, rooftops, and confinedspaces
• Strong computer skills including Microsoft Office Suite,database applications, and facility management software

PHYSICAL ABILITIES:

• Ability to operate power tools and equipment associated withbuilding maintenance
• Comfortable working at heights of up to 50 feet, including onladders, scaffolding or elevated platforms.
• Exerting up to 50 pounds of force occasionally and/ornegligible amount of force frequently or constantly to lift, carry,push, pull or otherwise move objects, including the human body

WORK SCHEDULE AND CONDITIONS:

• Work is performed in indoor and outdoor environments, includingmechanical rooms, rooftops, and crawl spaces.
• Exposure to temperature extremes, noise, dust, chemicals, andhazardous materials
• Use of personal protective equipment (PPE) may berequired.
• Interface with internal and external contacts as needed to carry out the functions of the position
• May regularly travel to different LSC locations
• May be fully reassigned to other LSC locations ifnecessary
• May need to work weekends and untraditional hours ifnecessary
• This position is classified as an essential employee, whichmeans the individual may be required to report to work duringcollege closures or emergencies to support recovery and reopeningefforts.

REQUIRED QUALIFICATIONS:

• Bachelor's degree and at least 3 years of experience, or anequivalent combination of education and experience
• HVAC, Electrical or plumbing certification or license

PREFERRED QUALIFICATIONS:

• Previous supervisory experience
• Certified Facility Manager (CFM) or Facilities ManagementProfessional (FMP)
• Stationary Engineers License 3rd grade or above

Salary

Hiring salary range is: $63,014 - $72,466
