Job summary

Family Dollar is seeking an IT Application Development Manager to lead planning, delivery, and ongoing support of enterprise store technology solutions. You will guide internal teams and external partners to deliver secure, cost-effective applications across the store network.

The role oversees intake and prioritization, vendor performance, and deployment quality, with a focus on scalable, reliable systems and future growth. Travel may be required.

Qualifications

• Experience with retail store systems such as POS, store portals, or WFM.
• Understanding of Web/mobile app development, backend services, APIs and integrations.
• Exposure to Agile or hybrid delivery models and SDLC best practices.
• Familiarity with cloud platforms (AWS/Azure/GCP) and enterprise architecture considerations.

Responsibilities

• Own intake, prioritization, and delivery of application development initiatives from requirements through deployment.
• Lead and coordinate internal staff, consultants, systems integrators, and hardware/software vendors.
• Provide oversight and technical direction for application development, integrations, and deployments.
• Curate scalable enterprise level solutions for reliability and future growth.
• Manage multiple initiatives, identify risks, dependencies, and mitigation strategies.
• Oversee store technology deployments with minimal operational impact.
• Manage budgets, forecasts, vendor contracts, and change orders.
• Hold vendors accountable to delivery commitments, SLAs, and financial controls.
• Drive process improvement, delivery quality, and operational stability.
• Develop team members through coaching, performance management, and resource planning.
• Travel: 10% or more for project events and on-site meetings.

Job description

Candidates must be authorized to work in the United States without the need for current or future visa sponsorship. This position is for full-time, onsite employment at the Family Dollar Chesapeake, VA Store Support Center. We handle relocation for anyone interested outside of the Hampton Roads, VA area

The Manager, IT Application Development, is responsible for the planning, delivery, and ongoing support of enterprise store technology solutions across Family Dollar’s retail footprint. This role leads internal team members and external development partners to deliver reliable, secure, and cost-effective applications that support critical store operations. The position serves as a central intake and delivery point for store systems initiatives, managing demand, priorities, estimates, vendor performance, and execution. The Manager partners closely with Information Technology, all other Support Center resources as needed and third-party vendors to ensure successful delivery, deployment, and continuous improvement of store systems at scale

Key Responsibilities

• Oversee store technology deployments to ensure minimal operational impact
• Manage budgets, forecasts, vendor contracts, and change orders
• Hold vendors accountable to delivery commitments, SLAs, and financial controls
• Drive process improvement, delivery quality, and operational stability
• Develop team members through coaching, performance management, and resource planning
• Travel: 10% or more for project-related events, conferences, and on-site meetings when required

Minimum Qualifications

• Familiarity with retail store systems such as POS, store portals, workforce management, or store level mobile applications
• Working knowledge of: Web and mobile application development Backend services, APIs, and system integrations Data feeds and ETL processes
• Experience supporting business critical, highly integrated systems
• Exposure to Agile or hybrid delivery models and SDLC best practices
• General understanding of cloud platforms (AWS, Azure, or GCP) and enterprise architecture considerations

Salary and Benefits

• Projected Salary Range: $123,000 - $150,000
• 20% Bonus opportunity + other incentives
