Job summary

RTX seeks a Manager, Contracts (Individual Contributor) in Goleta, CA to manage complex DoD contracts, partnering with PMO, Engineering, Finance and Legal. Qualifications

  • Bachelor's degree or higher and extensive experience in government contracts.
  • Experience with FAR/DFARS and contract negotiations.
  • Ability to lead contracts and manage complex relationships with customers and internal teams.
  • Active and transferable Secret U.S. government security clearance required.
  • Experience in contract administration and risk mitigation.

Responsibilities

  • Collaborate with Program Managers, Engineering, Finance, Supply Chain and Legal.
  • Own contract management/administration actions across the acquisition lifecycle.
  • Develop and respond to RFPs/BAAs, negotiate contracts, and manage nondisclosure agreements.
  • Interface with customers for contractual changes and issues.
  • Advise on contractual rights/obligations, regulations, and procedures to mitigate risk.

Raytheon is seeking a Manager, Contracts (Individual Contributor) in the Advanced Technology Sub Business Unit (SBU) to join our Airborne Spectrum Dominance Contracts team. The Advanced Technology SBU of Raytheon acts as the front end of the business developing the next generation of technologies that will defend our troops and make the world a safer place. Our technologies span from Electro-Optic (EO) to Radio Frequency (RF) spectrums.The charter of the AT/ASD business is to identify and develop new and leading-edge capabilities, leveraging Raytheon’s key technologies, creating trusted, innovating solutions to address local and world-wide problems.

As a Manager, Contracts, you’ll have the opportunity to support dynamic contracts with numerous internal and external customers as a critical partner with the Program and Proposal Management Offices (PMO). The contracts range from small trade studies to Development programs.This position will also be supporting both classified and unclassified contracts.

What You Will Do
  • Collaborate effectively with Program Managers, Engineering, Finance, Supply Chain and Legal.

  • Be a critical member of the PMO, with responsibility for owning contract management/administration actions on proposal and contracts across the acquisition life cycle.

  • Develop and respond to Request for Proposals (RFP) / Broad Agency Announcements (BAA), contract negotiation, contract administration, non-disclosure agreements, and other business agreements for contract such as; Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Firm Fixed Price - Level of Effort (FFP-LOE), and Other Transaction Agreements (OTA).

  • Interface with customers for correspondence, contractual changes and contractual issues.

  • Influence others through the explanation of facts, policies and practices.

  • Investigate and resolve contractual matters by critically thinking, gathering detailed information, and proactively collaborating with relevant stakeholders.

  • Provide advice/guidance on contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.

  • Work with local DCMA/DCAA on government contracts.

  • Success in this position is defined as being a team player working with your assigned Program Teams in support of the Raytheon mission.

  • Enablers for success include being able to effectively multitask; learn; and demonstrate good communication skills to be able to interface with all levels of internal and external customers.

Qualifications You Must Have
  • Typically requires a University Degree and minimum of 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience

  • Experience working in Contracts, Subcontracts, Procurement, Estimating/Pricing, or Finance

  • Experience with US Government Contracts under the Federal Acquisition Regulations (FAR) and/or Defense Federal Acquisition Regulation Supplemental (DFARS)

  • Experience as a contracts lead or leading contracts negotiations

  • Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start

Qualifications We Prefer
  • An active Top-Secret clearance

  • Experience working in closed areas, classified environments

  • Experience developing and maintaining high-performance relationships with internal and external stakeholders and customers

  • Advanced Degrees or industry recognized contracts certifications

  • Strong Microsoft products experience, i.e. Excel, Word, PowerPoint, SharePoint, etc.

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
