NAVWAR is seeking a Contracts Department Head (CCO) at NIWC Pacific in San Diego to lead contracting operations, oversee a multimillion-dollar NWCF budget, and advise senior leaders on acquisition strategies for high-stakes cyber and IT projects.

Qualifications

Responsibilities

  • You will serve as the Contracts Department Head, Chief of the Contracting Office (CCO), and Command Competition Advocate for NIWC Pacific (PAC).
  • You will directly support the research, development, test, evaluation, engineering, and fleet support for command, control, communications, computers, intelligence, surveillance, reconnaissance, cyber warfare, and Information Technology initiatives.
  • You will counsel and advise senior leadership and technical personnel on contract administration matters, delivering actionable decisions and alternatives.
  • You will direct the financial planning and execution of a multimillion-dollar Navy Working Capital Fund (NWCF) Service Center Budget.
  • You will lead a diverse workforce of procurement professionals in a federal purchasing department.
  • You will adjudicate final signing determinations on contracting decisions using standard federal regulations and/or alternative agreements, advising senior executives on acquisition strategies.
  • You will lead Contracting, Grants, and Cooperative Agreement warrants to review high-complexity, high-dollar-value portfolios for advanced cyber systems, satellite communications, and information warfare projects.
  • You will advise supervisors and employees on technical and administrative matters and implement EEO policies to prevent grievances.

Major Duties (Job Description)



  • You will serve as the Contracts Department Head, Chief of the Contracting Office (CCO), and Command Competition Advocate (20000) for Naval Information Warfare Center (NIWC) Pacific (PAC).

  • You will directly support the research, development, test, evaluation, engineering, and fleet support for command, control, communications, computers, intelligence, surveillance, reconnaissance, cyber warfare, and Information Technology initiatives.

  • You will counsel and advise senior leadership and technical personnel on contract administration matters, working in close coordination to analyze highly complex contracting challenges and deliver actionable decisions, solutions, and alternatives.

  • You will direct the financial planning and execution of a multimillion-dollar Navy Working Capital Fund (NWCF) Service Center Budget.

  • You will lead a diverse workforce of procurement professionals in a federal purchasing department.

  • You will utilize standard federal regulations and/or alternative agreements to adjudicate final signing determinations on contracting decisions and advising senior military and/or civilian executives on acquisition strategies.

  • You will lead Contracting, Grants, and Cooperative Agreement warrants to review, guide, and authorize high-complexity, high-dollar-value acquisition portfolios for advanced cyber systems, satellite communications, and information warfare projects.

  • You will give advice, counsel, or instruction to supervisors and employees on technical and administrative matters and implement Equal Employment Opportunity (EEO) policies to prevent the occurrence of employee grievances.


Qualification Summary


In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band NM-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing a working capital fund budget; leading a diverse workforce of procurement professionals in a federal purchasing department; utilizing standard federal regulations and/or alternative agreements to adjudicate final signing determinations on contracting decisions and advising senior military and/or civilian executives on acquisition strategies. Compensation:
$143,677-$197,200 per year
