Summary

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPT (N01F) of CNSL.

Duties
  • You will perform and oversee advanced financial management analysis supporting all phases of budget formulation, justification, execution, and strategic financial operations for organizational programs and activities.
  • You will develop and refine highly complex budget estimates and financial plans to ensure compliance with guidance from the Department of War (DoW) and Department of the Navy (DON) and provide guidance and oversight of these activities
  • You will evaluate the financial impact of programmatic decisions, monitor obligations to identify risks or variances, and implement innovative solutions to resolve financial challenges and improve resource utilization.
  • You will conduct and direct complex financial and program analyses to evaluate costs, benefits, risks, and alternative methods for managing organizational programs and administrative operations.
  • You will perform advanced financial studies, including cost-benefit analyses and evaluations of alternative funding strategies, to advise management on resource allocation while ensuring strict compliance with guidance from the DON.
  • You will apply advanced accounting, internal controls, and financial reporting principles to ensure the accuracy, reliability, and integrity of organizational enterprise financial systems information.
  • You will plan and organize the work of subordinate personnel to ensure timely and efficient completion of both priority and routine assignments, and models self-accountability in all tasks.
  • You will establish schedules and set performance expectations to maintain continuity of operations and prevent delays that support mission and operational requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience serving as the Supervisory Financial Management Analyst / Centrally Managed Programs Supervisor, exercising full first-line supervisory responsibility, managerial direction, and technical authority over the Centrally Managed Programs Division.
  • Experience leading and directing the financial planning, budget formulation, resource allocation, and execution oversight for high-visibility, command-wide centrally managed accounts and special funding programs (including centrally funded fleet support, command-wide contracts, specialized operational programs, and centrally managed civilian pay/travel/operating accounts).
  • Experience overseeing complex financial evaluations, cost-benefit analyses, trend modeling, and variance reporting to resolve intricate funding discrepancies, ensuring statutory and regulatory fiscal compliance (including Anti-Deficiency Act provisions), optimizing fund distribution across subordinate activities.
  • Experience advising executive leadership on the strategic management of centrally allocated resources.
