Job summary

The Internal Revenue Service is seeking a TAS - Deputy National Taxpayer Advocate. This position supports leadership in addressing systemic issues, guiding taxpayer service improvements, and coordinating TAS initiatives.

Federal experience is not required; candidates may come from public, private, or volunteer sectors. You must meet education and experience requirements by the closing date and demonstrate typing/OA competencies.

Qualifications

  • One year of specialized experience at GS-4 or education equivalent.
  • Bachelor's degree or four years of education in a related field.
  • Combination of education and experience as described.
  • For GS-06, at least four specified experience elements.
  • For GS-07, at least five specified experience elements.
  • Minimum age 18, or 16 with qualifying conditions.
  • Typing speed of 40 wpm and Office Automation experience.

Responsibilities

  • Ensure accurate notetaking and documentation for management decisions.
  • Identify trends or discrepancies to improve workflow efficiency.
  • Use record filing systems to research and maintain information.
  • Prepare preliminary reports and charts to support findings.

QUALIFICATION REQUIREMENTS

Specialized Experience GS-05: You must have one (1) year of specialized experience equivalent to the next lower grade level (GS-4) in the Federal government. Specialized experience for this position includes:

  • Ensuring accurate notetaking and documentation preparation for management-use in the employee relation decision-making process.
  • Assisting with identifying trends or discrepancies to improve workflow efficiency and compliance with established procedures.
  • Utilize record filing systems to research and/or maintain systems containing information, such as reports, studies, and reference materials.

OR

A Bachelor's degree or four (4) years of education above high school in a related field of study from an accredited college or university.

OR

A combination of education and experience equivalent to that described above.

Specialized Experience GS-06: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position must include at least four (4) of the following:

  • Evaluate operation data to identify trends or discrepancies to develop recommendations to improve workflow efficiency and compliance with established procedures.
  • Provide management and program support by evaluating program activities while adhering to established program/project requirements.
  • Utilize record filing systems to research and/or maintain systems containing information, such as reports, studies, and reference materials.
  • Utilize automation software (e.g., Microsoft Office Suite, desktop publishing) as an administrator to prepare documents, input data, and compile/generate reports
  • Assists with drafting preliminary reports and/or charts demonstrating findings or recommendations to support workflow efficiency.

Specialized Experience GS-07: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience is experience that equipped you with particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position must include at least five (5) of the following:

  • Supporting management and program analysis functions by preparing documentation to inform management decision-making on employee relation matters.
  • Applying automation software and computer equipment to prepare documents, input data, compile and generate reports, and monitor administrative controls (e.g., Microsoft Office Suite, electronic mail, and/or desktop publishing).
  • Identifying problems, provide recommendations, and follow-up on issues within the assigned program/project area.
  • Monitoring filing systems to facilitate research and/or maintain systems containing documents, reports, studies, and other reference material, including relations materials.
  • Applying administrative procedures for the preparation and clearance of correspondence, training documents, and requisitions.
  • Interpreting and adapting guidelines, including Human Resources and the Internal Revenue Manual, for specific cases or problems.

AND

You must also meet the following requirements

  • MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have:
    • Graduated from high school or been awarded a certificate equivalent to graduating from high school; or
    • Completed a formal vocational training program; or
    • Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.
  • TYPING AND OFFICE AUTOMATION (OA):
    • Typing: This position requires a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors).
    • Office Automation (OA): This position requires experience using office automation systems, software practices and procedures.
