Job summary

US Office of Personnel Management in Colorado is seeking a Management and Program Analyst at the GS-0343-9/11 level to support Core HRIT products for HCM and USA Staffing. You will work with Data Analysts, Software Engineers, Account Managers, Agency Customers and leadership to discover customer needs and document requirements.

Qualifications

Job description

As a Management and Program Analyst at the GS-0343-9/11, you will be part of HR Solutions, Office of Personnel Management. If selected, you will work with Data Analysts, Software Engineers, Account Managers, Agency Customers and leadership to discover customer needs, document requirements, and design and test Federal HRIT products supporting Core HCM and USA Staffing.

To be found qualified, your resume must clearly show experience that meets the Minimum Qualifications. For each position (paid or volunteer), include the months, years, and hours worked per week. One year of specialized experience equals 12 months at 40 hours per week (part-time hours are prorated). Experience listed without hours per week, or listed as "varies," will not receive credit.

Minimum Qualifications for the GS-09

A. You must have at least one full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 grade level in the Federal service performing all of the following:

  1. Assisting with projects to evaluate, implement, or improve business systems; AND
  2. Supporting collaboration with stakeholders and technical staff to gather and document business requirements; AND
  3. Assisting with testing activities in support of system implementations or enhancements; AND
  4. Documenting business processes, workflows, or functional requirements to support system improvements.

OR

B. Successfully completed a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the competencies necessary to do the work of this position. (Transcripts Required)

OR

C. You have the specialized experience as described in A, but less than one year; and I have more than one year but less than the required education in B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (Transcripts Required)

Minimum Qualifications for the GS-11

A. You must have at least one full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 grade level in the Federal service performing all of the following:

  1. Coordinating or supporting projects to evaluate, implement, or improve business systems; AND
  2. Collaborating with stakeholders and technical teams to gather, analyze, and document business requirements and functional specifications; AND
  3. Planning and executing testing activities for system implementations or enhancements, including documenting results and identifying issues; AND
  4. Analyzing and documenting business processes or workflows to recommend or support system improvements.

OR

B. Successfully completed a Ph.D. or equivalent doctoral degree OR at least three full academic years of progressively higher-level graduate education leading to such a degree OR LL.M. in a related field of study. (Transcripts Required)

OR

C. You may qualify if you have less than the full amount of experience described in "A" and less than the amount of education described in "B" but have a combination of the type of experience described in "A" and the type of education described in "B" totaling 100% of the stated qualifications for this position. To determine your combination, first compute your experience as a percentage of the experience listed in "A" above; then determine your education as a percentage of the education listed in "B" above; then add the two percentages. The total percentages must equal at least 100%. Only graduate education in excess of one year (i.e., 18 semester hours) may be combined with experience under this standard. (Transcripts Required)
