Job description

Position Location

This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Federal Financial Management Branch or the Federal Financial Assistance and Real Property Branch. The incumbent will provide a wide range of policy and financial management related work related to the assigned portfolio. Promotion to the next highest grade level is neither guaranteed nor implied.

Minimum Qualification Requirements

All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

Time-in-Grade Requirements

Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

Specialized Experience

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. All qualifications must be met by the closing date of this announcement.

Specialized Experience (GS-13 Level)
  1. 1. Analyzing and evaluating Federal programs and policies by collecting, interpreting, and presenting data to enhance decision-making and operational efficiency; AND 2. Experience in one or more of the following: financial reporting and accounting standards, financial operations, financial management systems, internal controls; or financial assistance programs, regulations, policies, or procedures, as well as knowledge of audit requirements.; AND 3. Analyzing issues, evaluated alternatives, and recommended solutions to enhance policy, program operations, and compliance outcomes.
Specialized Experience (GS-14 Level)
  1. 1. Analyzing and evaluating Federal programs and policies by collecting, interpreting, and presenting data to enhance decision-making and operational efficiency; AND 2. Experience in one or more of the following: financial reporting and accounting standards, financial operations, financial management systems, internal controls; or financial assistance programs, regulations, policies, or procedures, as well as knowledge of audit requirements; AND 3. Analyzing issues, evaluated alternatives, and recommended solutions to enhance policy, program operations, and compliance outcomes; AND 4. Leading or coordinating complex projects involving multiple organizations or stakeholders.
Specialized Experience (GS-15 Level)
  1. 1. Analyzing and evaluating Federal programs and policies by collecting, interpreting, and presenting data to enhance decision-making and operational efficiency; AND 2. Analyzing issues, evaluated alternatives, and recommended solutions to enhance policy, program operations, and compliance outcomes; 3. Leading or coordinating complex projects involving multiple organizations or stakeholders, AND 4. planning, conducting, and managing complex studies, projects, and analyses related to one or more of the following: financial reporting and accounting standards, financial operations, financial management systems, internal controls; or financial assistance programs, regulations, policies, or procedures, as well as knowledge of audit requirements; AND 5. Applying analytical skills to resolve highly complex and sensitive issues, assess policy and program impacts, develop strategic recommendations, and communicate findings to senior executives and policymakers.
Specialized Experience

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
