WORK SCHEDULE

This is a part‑time position requiring approximately 19 hours per week. The selected candidate must maintain a consistent work schedule during regular office hours, either Monday through Thursday, 7:00 a.m. to 12:00 p.m. or Monday through Thursday, 1:00 p.m. to 6:00 p.m.

SUMMARY DESCRIPTION

The purpose of this position is to provide a variety of specialized administrative and analytical support services for the Economic Development functions of the Community Development Department. This position will work cross‑departmentally to establish and streamline processes and communication procedures that coordinate the work of all departments and support efficient, predictable review and approval processes. Responsibilities include assisting with the implementation of departmental, operational, and City‑wide programs and policies; supporting economic development initiatives and business engagement efforts; coordinating assigned activities with other City departments, outside agencies, local businesses, and the public; and performing other related duties as required. The successful candidate will be a strategic thinker who is collaborative and committed to excellent customer service.

The following duties are normal for this position. These are not to be construed as exclusive or all‑inclusive. Other duties may be required and assigned.

  • Increases certainty and predictability in business licensing, permitting, and review processes by proposing solutions and working across disciplines to implement improvements.
  • Investigates and resolves issues involving individual cases while maintaining regulatory compliance.
  • Conducts research, analysis, and evaluation on assigned programs and areas.
  • Provides staff assistance to management in the development and execution of various programs and prepares staff report and other correspondence, as appropriate.
  • Conducts administrative and/or management studies relating to the activities and operation of the assigned department, office, or program area; conducts routine surveys, research, and statistical analysis on administrative, fiscal, and operational issues; collects, compiles, and analyzes information from various sources; and prepares reports that interpret data, identify alternatives, and provide recommendations.
  • Participates in planning, coordinating, implementing, promoting, and overseeing assigned programs, projects, and initiatives; participates in developing and implementing strategies to achieve program goals.
  • Analyzes and interprets City policies and procedures.
  • Represents the City with outside agencies and attends professional meetings as required.
  • Develops and implements an education program for customers regarding permitting and approval processes, including how to resolve issues and facilitate timely processing.
  • Researches best practices and identifies and implements opportunities for issue resolution and process improvement to ensure respectful, fair, and equitable treatment of customers interacting with the department.
  • Performs other duties as assigned.

EXPERIENCE/TRAINING/EDUCATION

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • One year of progressively responsible administrative experience, preferably in a public agency.
  • Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or a related field.
LICENSE/CERTIFICATE
  • Possession of, or ability to obtain, an appropriate, valid California driver's license.
PHYSICAL ACTIVITIES AND REQUIREMENTS
  • Ability to work in a standard office environment requiring prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, crouching and stooping in the performance of daily activities.
  • Occasional pushing, pulling, dragging and lifting office items weighing 25 lbs.
  • Movements frequently and regularly require using the wrists, hands and fingers to operate computers and office equipment.
  • Willingness to work variable hours including weekends and/or holidays.
  • Ability to hear and convey detailed or important instructions or information verbally and accurately.
  • Average visual acuity to prepare and read documents.
  • Ability to communicate with both the public and co‑workers in a clear and concise manner.
  • Ability to travel to different sites and locations.
  • May be exposed to outdoor conditions.
  • Adapt to standard office sounds generated by office equipment as well as standard noise levels resulting from communication with co‑workers and the general public.
