Job summary

The Occupational Safety and Health Administration (OSHA), part of the U.S. Department of Labor, Philadelphia Regional Office, is seeking a qualified candidate for the Management Analyst role at the full performance grade of GS-12.

The selectee will be based in Philadelphia, PA and work outside the bargaining unit. Qualified applicants must demonstrate 52 weeks of specialized experience equivalent to GS-11, with evidence of analyzing administrative operations, communicating data to leadership,

Job description

This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA), Philadelphia Regional Office, with duty location in Philadelphia, PA. This position is at the full performance grade of GS-12. Position is outside the Bargaining Unit. Selectee will be expected to report to the office listed above.

You must meet the Specialized Experience to qualify for Management Analyst, as described below. A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such position. Qualifying requirements for the GS-12 are as follows: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-11.

Examples of specialized experience are:
  • Conducting analysis of work processes for use in evaluating the effectiveness of administrative operations;
  • Communicating both orally and in writing by preparing and presenting information and data to management officials;
  • Participating in administrative planning, policy or decision-making meetings regarding HR-related functions such as manpower, personnel management, or budget;
  • Managing administrative functions such as human resource management, financial management, records management, property management, or training administration.

There is no substitution of education for experience at the GS-12 level.
