Job summary

The City of Elgin seeks a Management Analyst to provide analytical, project coordination and administrative support to the City Manager’s Office and other departments. You will conduct research, analyze programs, policies and data and prepare professional reports to inform city priorities.

The role involves coordinating projects and keeping stakeholders aligned, while collaborating with IT for workflows and system improvements.

Qualifications

  • Bachelor’s degree in public administration, business administration, political science, public policy, urban planning, economics, organizational management or a closely related field.
  • At least two years of related professional experience.
  • A master’s degree and experience in local government or another public-sector organization are preferred.
  • An equivalent combination of education and experience may be considered.

Responsibilities

  • Provides analytical, project management and administrative support to the City Manager’s Office and other City departments, including conducting research, analyzing programs, policies, legislation, operational practices and data and preparing professional reports and presentations; exercises independent judgment when addressing complex or ambiguous issues.
  • Coordinates assigned projects and strategic plan initiatives by organizing information, convening stakeholders, tracking action items and preparing status updates.
  • Works with departments and information technology staff to review workflows, document business needs, recommend improvements and support the implementation, training and ongoing use of new systems, services and technologies.
  • Participates in cross-departmental teams and committees and supports internal employee engagement initiatives through coordination, research and follow-up.
  • Stays current on City Council agendas, discussions and requests; identifies emerging issues and coordinates research and departmental follow-up as assigned.
  • Assist in developing, monitoring, and tracking the department’s budget by analyzing expenditures, preparing annual budget requests, and ensuring compliance with financial policies and procedures.
  • Supports contract administration and procurement processes by preparing scopes of work or specifications, assisting with proposal evaluations, monitoring contract requirements and processing payments.
  • Provides exceptional customer service by responding to resident inquiries, coordinating with the appropriate departments and communicating clear follow-up; represents the city at community meetings and events as assigned.
  • Performs other assignments and special projects as directed by the City Manager or Assistant City Manager.

Job description

The City of Elgin is seeking an innovative, collaborative and service-oriented professional to serve as a full-time Management Analyst. This position provides analytical, project coordination and administrative support to the City Manager’s Office and other City departments in areas such as process improvement, research, program analysis and special projects.

Located along the Fox River approximately 38 miles northwest of Chicago, Elgin is the sixth-largest city in Illinois and home to nearly 115,000 residents. The Management Analyst will gain broad exposure to municipal operations while working across departments and helping turn organizational and City Council priorities into action.

The ideal candidate is curious, collaborative, dependable and committed to public service, with strong analytical, organizational, written and verbal communication skills. The successful candidate will be a hands-on contributor who takes ownership of assignments, follows through on details and is comfortable shifting between research, writing, project management and routine administrative work. The ability to work independently, manage competing priorities, ask thoughtful questions, build effective working relationships and exercise discretion with sensitive or confidential information is essential. Bilingual English/Spanish communication skills are preferred.

Schedule and Work Location

This is a full-time, exempt position generally scheduled to work Monday through Friday, 8 a.m. - 5 p.m., for a total of 40 hours per week. The primary work location is Elgin City Hall, 150 Dexter Court, Elgin, IL 60120. Attendance at City Council, board or commission, community, or other meetings outside of regular business hours may be required.

Salary and Benefits

The full salary range for this position is $63,800-$102,200. The anticipated starting salary range is $63,800-$87,633, depending on the selected candidate’s qualifications and experience. The position offers a comprehensive benefits package that includes medical, dental and vision insurance; vacation, sick leave and personal days; paid family leave; holidays; an Edward Schock Centre of Elgin fitness membership; a voluntary 457(b) deferred compensation plan; and a pension through the Illinois Municipal Retirement Fund.
