Job summary

The City of Geneva is seeking a financial professional to serve as a Finance Analyst, turning data into insights and improving processes across the organization. Qualifications

  • Assist in the development of the annual budget process, including compiling budget data, analyzing revenue trends and expenditure forecasts, and monitoring budget performance.
  • Assist with preparing year-end journal entries and audit documents; respond to auditor requests for information.
  • Serve as an inter-departmental liaison and resource regarding Finance Department policies and procedures; assist staff with ERP system and training materials.
  • Manage the financial portion of the City’s grants, including records for audits.
  • Provide exemplary customer service to internal and external customers; back-up for AP/AR and utility billing.
  • Assist Finance staff with implementing and tracking department and organizational goals.
  • Perform other duties as assigned.

Description

The City of Geneva is seeking a financial professional who enjoys turning data into insights, improving processes, and helping organizations operate more effectively. The Finance Analyst plays an important role in supporting effective financial management and continuous improvement across the organization.

This position combines financial analysis, budgeting, accounting, reporting, auditing, process improvement, and project coordination, providing an opportunity to work across a variety of financial and operational functions. The Finance Analyst will analyze financial information, support budget development and reporting, strengthen internal controls, identify opportunities to improve departmental processes and efficiencies, and assist with the implementation of new initiatives. The position also serves as a technical resource for departmental financial software and provides limited backup support for accounts payable, accounts receivable, and utility billing functions.

Examples of Duties
  • Financial Reporting and Accounting: Prepare, maintain and update journal entries, financial reports, bank reconciliations, and other balance sheet accounts.
  • Budget Development and Analysis: Assist in the development of the annual budget process, including compiling and entering budget data, analyzing revenue trends and expenditure forecasts, and monitoring budget performance. Assist with compiling budget reports, instructions and manuals for internal and external stakeholders.
  • Financial Audit and Analysis: Assist with preparing year-end journal entries and audit documents. Analyze data from City staff and review for accuracy prior to responding to auditor requests for information. Prepare the Popular Annual Financial Report (PAFR) and assist with preparing the Annual Comprehensive Financial Report (ACFR).
  • Financial Processes and Technology: Serve as an inter-departmental liaison and resource regarding Finance Department policies and procedures. Assists staff with the enterprise resource planning (ERP) system and create manuals, videos, etc. to provide applicable training.
  • Grant and Construction Management: Manage the financial portion of the City's grants, including records required for audits.
  • Customer Service: Provide exemplary customer service to customers whether in-person, over-the-phone or via email. Provide limited, back-up support to accounts payable, accounts receivable and utility billing functions.
  • Strategic Planning: Assist Finance staff with implementing and tracking the progress of department and organizational goals.
  • Perform other duties as assigned.
Typical Qualifications
Education and Experience

Bachelor's degree from an accredited four-year college or university in Accounting, Public Administration, Business Administration, Finance, or a related field preferred.

Two to four years of progressively responsible related experience, preferably in government.

Candidates should have a strong knowledge of Generally Accepted Accounting Principles (GAAP), familiarity with processes related to governmental accounting standards, advanced capabilities utilizing Microsoft Excel and proven experience with research and analysis methods, statistics, and cost analysis. Experience with Tyler New World ERP and ClearGov budget management software is preferred.

Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job may be considered.

The City of Geneva offers an exceptional benefits package that includes comprehensive insurance as well as generous time off. Additionally, employees participate in the Illinois Municipal Fund (IMRF) retirement plan and have access to other self-funded retirement savings accounts.

The full salary range for this position is $75,190 to $101,507 per year, depending on qualifications.

We offer a complete benefits package to full-time employees including health care, dental, vision, retirement, deferred compensation plans, flexible spending accounts, life insurance, long-term disability, holidays, vacation, and sick leave. Part-time employees who work an average of 40 hours per week over the course of a year, receive benefits on a pro-rated basis.
