The City of Panama City is seeking a dedicated Maintenance Worker under the Public Works directorate. The role involves manual labor across construction, drainage work, mowing, and equipment operation in all weather conditions.

Emergency essential position responsible for storm prep and recovery. Requires operating mowers, trucks and a variety of tools, with CDL within six months preferred.

Qualifications

  • High school diploma or GED required.
  • 2 years of manual labor maintenance and construction experience desired.
  • Valid Driver’s License; Class B CDL with air brakes or ability to obtain within 6 months.
  • Ability to operate mowers, tractors, trucks and a variety of hand and power tools.
  • Must be able to lift heavy loads and work in all weather conditions.

Responsibilities

  • Mixes concrete and plaster.
  • Assists in pouring and finishing concrete.
  • Builds forms, headwalls and installs cement block and brick.
  • Loads, secures and unloads equipment, supplies, tools and materials.
  • Spreads asphalt in patching potholes and maintains road surfaces.
  • Flags and directs traffic and assists in setting up work zones.
  • Cleans culverts, gutters, ditches and drainage structures.
  • Mows, fertilizes and maintains grass and landscaping.
  • Digs trenches and installs drainage pipes.
  • Performs other duties as assigned.

Job description

Under the general guidance and leadership of the Director of Public Works. This is a position requiring manual labor duties of a skilled and semiskilled nature. Ongoing duties will involve new construction, maintenance, equipment repair, mowing, rights-of-way and drainage. Using tools, maintenance equipment, construction equipment, landscaping equipment and other various hand and power tools are daily duties. All work is performed in the elements, including heat, cold, rain and other inclement weather.


This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).


ESSENTIAL DUTIES

  • Mixes concrete and plaster.

  • Assists in pouring and finishing concrete.

  • Builds forms, headwalls and installs cement block and brick.

  • Flags and directs traffic and assists in setting up work zones.

  • Cleans culverts, gutters, ditches, swales, storm drains, canals and many other similar jobs.

  • Mows, fertilizes, sprays and trims grass.

  • Removes and replaces sod, sprinkler heads, catch basins, etc.

  • Digs trenches, removes concrete, trims and prunes trees and shrubbery.

  • Fertilizes and sprays herbicides and other chemicals.

  • Installs storm drainage pipes, curb and gutters and sidewalks.

  • General manual labor work.

  • Collect trash and debris.

  • Custodial types of duties such as cleaning windows, emptying trash, moving tables, etc. .

  • Performs other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES


  • Knowledge of tools and equipment used in manual labor work.

  • Ability to understand and carry out simple oral instructions.

  • Sufficient physical strength to perform heavy manual labor.

  • Ability to establish and maintain effective, cooperative and team-focused working relationships with team members, leadership, other departments and the general public.

  • Knowledge and skills in the repair and maintenance of asphalt, concrete work, drainage systems, and grounds maintenance



  • Graduation from high school or possession of an acceptable equivalency diploma.

  • Two (2) years’ experience in manual labor maintenance and construction work is desired.

  • Must be able to operate mowers, tractors, trucks, and a variety of other hand tools and equipment (power and manual) used in construction, grounds and right-of-way maintenance type work.

  • Must have a valid Driver’s License.

  • Must have and maintain a minimum class B CDL license w/ air brakes endorsement or be able to obtain one within the first six (6) months of employment (stipulation).


A comparable amount of training or experience may be substituted for the minimum qualifications.

  • Frequently: - Lift/Carry: 25-50 lbs., Push/Pull: 25-40 lbs., Bend, Reach Above Shoulder, Reach Outward, Drive.

  • Constantly: Lift/Carry 25 lbs. or less, Push/Pull: 25 lbs. or less, Twist/Turn, Stand, Walk, Handling/ Fine Motor Skills.


Risk/Safety Conditions:


  • This position requires moderate exposure or risk to physical health and/or physical safety (i.e. exposure to environmentally hazardous material, heavy equipment).

  • This position often requires the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.
