Job summary

City of Winter Springs (FL) is seeking a skilled Heavy Equipment Operator to support Public Works and related departments. The role involves operating front-end loaders, Gradall, skid steers, bucket trucks, and other heavy machinery, performing preventative maintenance, and ensuring safe, efficient infrastructure upkeep.

You must have a high school diploma, at least five years of heavy equipment experience in public works, and hold a Class A CDL with Tanker Endorsement; FDOT TTC/MOT

Qualifications

• Must have high school diploma or equivalent.
• Applicant must have two (2) years related manual labor and technical experience in infrastructure maintenance.
• A minimum of five (5) years of experience operating heavy equipment in a public works construction field, to include experience in repair and preventive maintenance of heavy equipment. Two years of manual labor can substitute for 1 year of heavy equipment experience.

Responsibilities

• Operate heavy and light equipment including but not limited to front-end loaders, Gradall Excavators, skid steers, combination machines, aerial lifts, bucket trucks, clamshell trucks, dump trucks, tractors, etc.
• Operation of heavy equipment in support of the City’s construction and infrastructure maintenance needs for various departments.
• Perform preventative maintenance on equipment.
• Perform daily pre-trip and post trip inspections of equipment; keep equipment clean and in good repair.
• Transport equipment to and from the job site and City garage on trailers.
• Operates heavy equipment during routine and/or emergency repairs of City’s utility infrastructure.
• Regular in-person attendance during City and department business hours, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located on in the workplace is required.
• Other duties as assigned.

Job description

Performs skilled work in the operation of complex construction/maintenance equipment. Performs tasks of more than average difficulty involving the safe operation and routine maintenance of assigned equipment. Operates heavy equipment for Stormwater but may be required to perform equipment operator services for Public Works, Utilities, Urban Beautification, Parks, and Facilities departments. Position will report to Public Works Superintendent. Will be designated as essential personnel during activation of the City’s Emergency Response Team. Must be available for preparation and response during declared emergencies.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of grounds maintenance and general maintenance tasks and procedures.
• Knowledge of methods and procedures related to the installation, maintenance and repair of streets, sidewalks, curbing, drainage systems, water lines, meters, sewer lines, underdrains and irrigation systems.
• Knowledge of occupational hazards as well as safety precautions of the work place.
• The ability to perform heavy manual labor under varying environmental and adverse weather conditions.
• Skilled in the operation and maintenance of equipment and tools related to the position.
• The ability to communicate effectively, both verbally and written.
• Capable of following written and oral instructions.
• Working knowledge of safety rules and regulations.
• Ability to deal courteously and effectively with the public and co-workers.
• Ability to read and understand blueprints, grade stakes, and site plans
• Knowledge of and skill in the use of common hand tools and mechanical equipment.
• Knowledge of operating light and medium construction equipment.
• Ability to understand and carry out oral instructions and to perform a variety of semi-skilled manual tasks.
• Knowledge of basic mathematics.

Minimum Education and Experience:

• Must be a high School graduate or equivalent.
• Applicant must have two (2) years related manual labor and technical experience in infrastructure maintenance.

Licenses, Certifications, or Registrations:

• Must possess and maintain a valid Class "A" Commercial Florida Driver's License with Tanker Endorsement.
• Applicant must obtain FDOT TTC/MOT Certification within six (6) months of hire.

Full-time position. Requires work outside of normal business hours in emergency and maintenance circumstances. Works outside up to 100% of the time in various weather and environmental conditions. Potential exposure to: heat, wind, rain, dust, dirt, noise, sewage, pond and creek water, confined spaces, uneven/slippery surfaces, below ground level, insects, native animals, and possibly chemicals.
