Job summary

City of Winter Springs (FL) is seeking a Stormwater Maintenance Worker to perform general manual work and semi-skilled labor for maintaining the city’s stormwater drainage system. Responsibilities include inspection, maintenance, repair, debris removal, and coordinating with other departments.

This role may require after-hours work during emergencies and essential duties as part of the Emergency Management Team.

Qualifications

• Assist other departments or crews as needed.
• Maintain equipment and tools and conduct pre/post-trip inspections.

Job description

A Stormwater Maintenance Worker performs general manual work and semi-skilled labor to maintain the City’s stormwater system. This position is responsible for the inspection, maintenance, repair, and upkeep of City stormwater drainage system. It also includes performing duties such as mowing, trimming, debris removal, working with other departments on various needs, and general construction. The position ensures that the City’s stormwater system functions properly.

This position is designated as “essential personnel” and may serve as a member of the Emergency Management Team, required to report for duty during emergencies, natural disasters, or other critical events.

General Maintenance:

• Operate specialized vehicles and equipment including tractors, skid steers, loaders, dump trucks, backhoes, Gradall excavator, vac trucks, and track hoe for maintenance tasks
• Use hand and power tools to clear vegetation and debris
• Supports pre-storm preparation and post storm cleanup efforts, including sandbagging and debris removal
• Respond to work orders, citizen concerns, and emergency maintenance requests
• Assist other departments or crews as needed
• Maintains equipment and tools
• Conduct pre-trip and post-trip vehicle inspections
• Regular in-person attendance during City and department business hours, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located in the workplace is required

Stormwater Maintenance:

• Performs general inspection, maintenance, and repair of the City’s stormwater system, including pipes, drainage structures, ditches, swales, underdrains, ponds, and creeks.
• Assists with the installation, repair, and maintenance of stormwater infrastructure and drainage improvements.
• Remove debris, sediment, and blockages to ensure proper water flow and prevent flooding
• Operate and maintain light to heavy equipment such as vacuum trucks, backhoes, mini-excavators, and dump trucks
• Use hand and power tools for digging, cutting, and clearing vegetation or debris
• Conduct visual inspections of stormwater systems and report issues such as erosion, illicit discharges, or structural damage

• Knowledge of grounds maintenance and general maintenance tasks and procedures

Minimum Education and Experience:

• High School Diploma or equivalent
• Two (2) years of related manual labor and/or groundskeeping experience is preferred
• Experience with Stormwater is preferred
• Experience using heavy equipment is preferred

Licenses, Certifications, or Registrations:

• Must possess a valid Florida's driver's license.
• Commercial Driver's License (CDL) preferred, or the ability to obtain a CDL within six (6) months is required.

Working Hours and Environment:

• May require work outside of normal business hours in emergency and maintenance circumstances.
• Works outside up to 100% of the time in various weather and environmental conditions. Potential exposure to heat, wind, rain, dust, dirt, noise, sewage, pond and creek water, confined spaces, uneven/slippery surfaces, below ground level, insects, native animals, and possibly chemicals.
• Moderate to Heavy (45 pounds and over) lifting and carrying
• Frequent walking, standing, climbing, bending, stooping, kneeling, and crouching.
• Ability to climb ladders, enter confined spaces, and work on uneven terrain or in trenches.
