Job summary

The County of Galveston is seeking a Facilities Manager to oversee daily operations of county facilities, ensuring safety, reliability, cleanliness, and readiness across multiple sites. Job description

General Description

The purpose of this class is to manage the daily operations and service delivery of County facilities, ensuring buildings and related systems are safe, reliable, clean, and operationally ready. The position provides management oversight of maintenance and custodial operations and is responsible for workforce performance, preventive and corrective maintenance, work order execution, service levels, vendor coordination, and operational response across County facilities. The position translates established standards, priorities, and plans into consistent and dependable facilities services. Reports to the Assistant Facilities Director.

Duties and Responsibilities

• Directly supervises the Maintenance Supervisor and Custodial Supervisor and provides management oversight of maintenance and custodial operations, including staffing, scheduling, workload distribution, performance expectations, employee development, and coordination between work groups.
• Ensures County facilities are safe, functional, clean, and operationally ready across multiple geographic locations.
• Oversees preventive and corrective maintenance programs and monitors building systems, equipment, and asset condition; identifies recurring problems and escalates significant lifecycle or capital concerns as appropriate.
• Oversees work order intake, prioritization, assignment, completion, and documentation and ensures services are delivered in accordance with established priorities, standards, service levels, and performance expectations.
• Monitors facilities service performance and operational workload; identifies service deficiencies, resource constraints, and recurring issues and implements corrective measures within assigned authority.
• Leads operational response to facility disruptions, equipment failures, emergency incidents, and other conditions affecting continuity of County operations.
• Coordinates with County departments regarding facilities services, scheduled maintenance, service disruptions, operational needs, and resolution of significant facilities issues.
• Coordinates routine maintenance vendors within approved contracts; monitors work quality, safety, responsiveness, and performance and escalates significant vendor or contractual concerns as appropriate.
• Ensures facilities operations comply with applicable safety requirements, operational procedures, regulatory requirements, and established departmental standards and supports inspections, audits, and corrective actions.
• Identifies operational risks and recommends or implements appropriate mitigation measures within assigned authority.
• Uses the departmental work order and facilities management systems to monitor workload, service levels, preventive maintenance performance, recurring issues, asset information, and operational performance.
• Provides regular operational reporting to the Assistant Facilities Director regarding service performance, staffing, significant facility issues, operational risks, and resource needs.
• Performs related work as assigned.

Minimum Education and Experience Requirements

• Bachelor’s degree in Facilities Management, Engineering, Construction Management, Public Administration, or a related field; or equivalent combination of education and experience.
• Requires five years of progressively responsible experience in facilities maintenance and operations, including at least three years of supervisory or management experience.
• Experience managing work order systems, preventive maintenance programs, and building systems operations.
• Demonstrated ability to manage multiple facilities or geographically dispersed sites.

Preferred Certifications/Licenses

• Certified Facility Manager (CFM)
• Facilities Management Professional (FMP)
• Certified Maintenance & Reliability Professional (CMRP)
• OSHA Safety Certification (10-hour or 30-hour)
• Valid TX driver’s license
• Must maintain CJIS compliance

Physical Demands/Work Environment

• Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
• Work is performed in a combination of office and field environments. Requires periodic walking through facilities, climbing stairs, and inspecting building systems.
• May require occasional lifting of up to 50 pounds. Exposure to mechanical rooms, construction sites, and outdoor weather conditions.
• Availability to respond to emergency situations outside normal business hours as needed.
• Regular use of computer systems, mobile devices, and facilities management software.
• May require climbing stairs and ladders and accessing rooftops, mechanical rooms, equipment areas, and other facilities locations for inspection and operational purposes.
