Job summary

Galveston County Human Resources is seeking a skilled Facilities Technician to perform preventive and corrective maintenance on county buildings, equipment, and facilities systems.

General Description

The purpose of this class is to perform skilled preventive and corrective maintenance, troubleshooting, and repair of County buildings, equipment, and related facilities systems. The position independently responds to a broad range of service requests and work orders; diagnoses building and equipment problems; performs skilled maintenance and repair activities; and assists with maintaining safe, functional, and reliable County facilities. Work requires greater technical proficiency, independent judgment, and responsibility for resolving more complex facilities maintenance issues in accordance with established procedures, safety requirements, service level expectations, and departmental standards.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Independently receives, prioritizes, evaluates, and completes preventive and corrective maintenance work orders involving County buildings, equipment, grounds, and related facilities systems.
• Uses the departmental computerized maintenance management system (CMMS) or work order system to manage assigned work; document diagnostics and repairs; record labor, materials, and equipment information; update work order status; and maintain accurate maintenance and asset history.
• Responds to assigned work orders within established priorities, service level agreements (SLAs), and departmental performance standards; identifies conditions that may affect service levels and communicates or escalates issues requiring additional resources, authorization, specialized expertise, or vendor support.
• Troubleshoots, maintains, and repairs building systems and components, including plumbing, lighting, and electrical components, doors and hardware, mechanical equipment, and other facility systems within assigned areas of responsibility and demonstrated technical competency.
• Inspects, troubleshoots, maintains, and performs repairs on HVAC equipment, pumps, motors, generators, air compressors, boilers, and related mechanical systems within assigned skill level and applicable licensing requirements.
• Performs skilled carpentry, plumbing, painting, construction, installation, and building repair activities.
• Performs and documents scheduled preventive maintenance; identifies equipment deterioration, recurring failures, and developing conditions, and recommends corrective maintenance or additional evaluation.
• Diagnoses maintenance problems and determines appropriate repair methods, materials, tools, equipment, and resources necessary to complete assigned work.
• Reviews recurring maintenance issues and equipment failures and provides information and recommendations to supervisory personnel regarding repair, replacement, or additional corrective action.
• Coordinates onsite activities with contractors and vendors as assigned; provides building and equipment access; communicates site conditions and work requirements; and reports completion, deficiencies, or follow-up needs.
• Provides technical assistance and guidance to less experienced Facilities Technicians regarding maintenance procedures, troubleshooting, equipment operation, and safe work practices as assigned.
• Maintains assigned tools, equipment, vehicles, materials, and work areas in safe and serviceable condition and assists with identifying required parts, materials, and supplies.
• Follows applicable safety procedures, equipment operating requirements, building regulations, and departmental policies and identifies and reports unsafe conditions.
• Provides professional and responsive service to County departments and employees and communicates work status, expected resolution, and completion information as appropriate.
• Participates in emergency response, after-hours work, and other essential facilities operations as assigned.
• Performs related work as assigned.

Minimum Education and Experience Requirements:

• Requires a high school diploma or GED equivalent.
• Requires three years of progressively responsible experience in building maintenance, facilities maintenance, construction, mechanical repair, skilled trades, or a closely related field; or an equivalent combination of education, training, and experience.

Physical Demands/Work Environment:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The work requires frequent standing, walking, bending, stooping, crouching, kneeling, reaching, climbing, and use of hands and arms to operate tools, equipment, and building components. The employee must be able to lift, carry, push, pull, and move objects weighing up to 50 pounds and may occasionally assist with moving heavier equipment or materials using appropriate equipment or additional personnel.

The work requires the ability to climb and work from ladders; access mechanical rooms, equipment areas, and other confined or limited-access spaces; work above and below shoulder level; and perform maintenance and repair activities in a variety of physical positions.

The work is performed in County buildings, mechanical and equipment rooms, maintenance areas, rooftops, exterior building areas, and outdoors. Work may involve exposure to heat, cold, humidity, inclement weather, noise, dust, dirt, grease, fumes, chemicals, moving machinery, electrical equipment, and other conditions commonly associated with facilities maintenance and repair work.

The employee may be required to use personal protective equipment, including safety glasses, gloves, hearing protection, respiratory protection, protective footwear, fall protection, and other safety equipment appropriate to the work being performed.

The position may require work outside of normal business hours and response to facility emergencies or other operational needs.
