The Maintenance Manager position is and shall remain an independent contractor consulting position. The Maintenance Manager shall report to the Technical Director | Deepwater Intervention Technical Committee (DITC) Chairman who receives guidance from the Managing Director.

The Maintenance Manager shall ensure that HWCG owned Source Control and Containment Equipment (SCCE) and Core Contractor owned SCCE provided for exclusive use by HWCG is maintained according to standards acceptable to the manufacturer, the Parent’s members, and regulators. In doing so, the Maintenance Manager shall establish a programmatic maintenance management system as a component of HWCG’s SEMS that prescribes adequate maintenance on a periodic basis.The system shall include both available SCCE and spares inventory provided by HWCG and its Core Contractor(s) as well as the maintenance programs required for compliance.The Maintenance Manager will also assist in preparing requests for proposals/quotations for new SCCE, spare parts, maintenance, and repairs.

Responsibilities

1.The Maintenance Manager position is responsible for assisting the Technical Director to manage all aspects of the HWCG Response Plan. This work scope will include, but not be limited to:

1.1.Assisting the Technical Director prepare for and facilitate DITC Meetings.

1.2.Assisting the Technical Director as requested with projects.

1.3.Reviewing mobilization, deployment, and operating procedures that collectively comprise HWCG’s Response Plan including the Regional Containment Demonstration (RCD) to ensure that they: (i) accurately describe the necessary steps, (ii) ensure that interfaces are available, and (iii) identify mobilization, deployment, and startup operational risks.

1.4.Preparing plans and procedures in item 1.3 above into editable documents which are managed to enable the review and update process with affected Core Contractors and appropriate Incident Management Team (IMT) responders using a document management system that is compliant with HWCG’s SEMS Program.

1.5.Confirm that SCCE is appropriately stored to accommodate the various mobilization plans in place.

1.6.Interfacing with the Parent’s members and Core Contractors as needed to perform the duties requested by HWCG.

1.7.Interfacing with Gulf Freight Management, a Core Contractor, to maintain safe and secure conditions for all SCCE stored at their facility, including managing the physical space required to store HWCG equipment; identifying and instituting additional services or supplies needed to store, maintain, inspect, and/or access HWCG SCCE; and managing the supporting services needed on location in order to safely and securely test and maintain the SCCE.

1.8.Preparing bid packages complete with technical specifications, operational considerations, and commercial requirements, and incorporating field technical and commercial requests during the bid process in a secure and confidential manner.

1.9.Assisting HWCG and the Parent’s members with training and advice on equipment and response planning.

1.10.Assisting HWCG, its Core Contractors, and the Parent’s members during drills (exercises) and during any containment incident where HWCG and its Core Contractors are provided notice.

2.The Maintenance Manager is responsible for ensuring that adequate maintenance instructions are prepared, and the Maintenance Manager shall manage the oversight of the maintenance, testing, quality, and records of the programs.

3.The Maintenance Manager is responsible for the management of independent third-party verification inspectors used during testing, repairs, and modifications for all SCCE owned by HWCG.

4.The Maintenance Manager is responsible for reviewing each Core Contractor’s maintenance system related to SCCE that they provide under the broad categories of: (i) SCCE available solely for a response and not normally utilized in routine operations and (ii) SCCE available to HWCG but used routinely by contractor for their operations. SCCE made available solely for a response shall be included in HWCG’s CMMS while those systems routinely used by the Core Contractor(s) shall be audited according to HWCG SEMS. This work scope will include, but not be limited to:

4.1.Establishing and maintaining an inventory system for all SCCE managed by Core Contractors and owned by HWCG or its Core Contractors.

4.2.Establishing a reporting system for SCCE which is compatible with regulatory desires and ensure standardized reporting systems are available within the Computerized Maintenance Management System (CMMS) i.e., MVP Plant software.

4.3.Establishing standardized work requests and work orders for mobilization of SCCE within the CMMS software.

4.4.Testing or otherwise verifying the availability of response resources owned by HWCG or contracted through HWCG for the members.

5.The Maintenance Manger position is also responsible for:

5.1.Managing projects assigned by the Technical Director and informing the Technical Director of status, schedule, and cost. When requested the Maintenance Manager shall also be prepared to inform the Parent’s members.

5.2.Assisting with revisions to the RCD template including new response resources provided through or by HWCG.

5.3.Utilizing the Management of Change (MOC) system to record changes to SCCE, procedures, and plans, and ensuring that appropriate routing is implemented for internal HWCG and Core Contractor review and external routing for review and comment by the members and other affected Core Contractors who are responders during an exercise or incident.

5.4.Understanding the application of relevant equipment in a response and assisting the Parent’s members as needed in the development of their response plans.

5.5.Covering for the Technical Director during times of temporary unavailability (e.g. vacation or illness) as well as during times when the Technical Director position is vacant.

  • 5+ years supervisory experience and ability to work with and structure CMMS
  • Strong process acumen and detailed oriented for critical compliance requirements

  • Ability to identify and solve inefficiencies in processes
