Job Summary
The Maintenance, Mechanical Integrity, Turnaround & Projects Engineer is responsible for implementing and managing maintenance, mechanical integrity, reliability, turnaround planning, and capital project execution processes within a Process Safety Management (PSM) regulated chemical manufacturing facility. This position provides leadership in equipment reliability, inspection compliance, contractor management, outage planning, and project execution while supporting safe, reliable, compliant, and cost-effective plant operations.
Job Responsibilities
- Implement and sustain maintenance, mechanical integrity, and reliability programs in accordance with recognized and generally accepted good engineering practices (RAGAGEP) and applicable regulatory requirements.
- Maintain compliance with OSHA Process Safety Management (PSM) Mechanical Integrity requirements and support internal and external compliance audits.
- Develop and maintain maintenance procedures, compliance programs, training materials, and supporting documentation.
- Manage equipment design files, inspection records, preventive maintenance programs, and asset management documentation.
- Serve as the equipment owner for fixed assets, including pressure vessels, piping systems, pressure relief devices, storage tanks, HVAC systems, refrigeration systems, compressed air systems, containment systems, and drainage infrastructure.
- Review inspection findings, evaluate equipment deficiencies, and develop engineering recommendations and corrective action plans.
- Coordinate preventive maintenance and inspection schedules to ensure compliance and eliminate overdue inspection activities.
- Lead turnaround, outage, and Total Plant Outage (TPO) planning and execution activities.
- Develop detailed work scopes, schedules, bid packages, requests for quotation (RFQs), and project execution plans.
- Coordinate contractors, vendors, inspectors, maintenance personnel, and operations teams to ensure successful project execution.
- Manage procurement activities for maintenance and capital projects, including equipment, materials, and contractor services.
- Support daily maintenance planning and scheduling activities.
- Monitor project performance, budgets, schedules, inventories, contractor productivity, and overall project execution.
- Provide technical support for facility improvements, reliability enhancements, and continuous improvement initiatives.
- Participate in field execution activities and provide leadership during turnarounds, outages, and critical maintenance events.
- Support inspection programs, contractor services, and mechanical integrity initiatives throughout the facility.
- Support Management of Change (MOC), Process Hazard Analysis (PHA), and other Process Safety Management activities as required.
- Perform additional duties and special projects as assigned.
Requirements & Qualifications
- Bachelor of Science degree in Mechanical Engineering, Chemical Engineering, or a related technical discipline required; equivalent experience may be considered.
- Minimum of five (5) years of experience in maintenance engineering, mechanical integrity, reliability engineering, turnaround coordination, project management, or related industrial roles.
- Experience in chemical manufacturing, petrochemical, refining, industrial manufacturing, or other PSM-regulated environments preferred.
- Working knowledge of fixed equipment inspection programs, mechanical integrity systems, and reliability programs.
- Knowledge of OSHA PSM requirements and industry standards related to mechanical integrity and equipment reliability.
- Experience coordinating contractors, vendors, inspectors, and multidisciplinary project teams.
- Strong understanding of maintenance planning, outage execution, and shutdown management processes.
- Experience with project planning, cost control, procurement, scheduling, and execution.
- Ability to read and interpret engineering drawings, P&IDs, schematics, equipment files, and technical documentation.
- Strong analytical, troubleshooting, and problem-solving skills.
- Excellent communication and interpersonal skills.
- Strong organizational skills and attention to detail.
- Ability to manage multiple priorities in a fast-paced industrial environment.
- Ability to provide leadership and make sound decisions during outages, turnarounds, and emergency situations.
Preferred Qualifications
- Experience managing fixed equipment inspection programs and regulatory compliance activities.
- Experience with reliability-centered maintenance (RCM), risk-based inspection (RBI), or other asset integrity programs.
- Experience supporting capital project development and execution in a chemical manufacturing environment.
- Familiarity with ERP and CMMS systems such as SAP, Oracle, Chempax, Maximo, or similar platforms.
- Experience working with contractors, engineering firms, inspection agencies, and equipment vendors.
Technical Skills
- Proficiency with Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint.
- Experience using ERP and computerized maintenance management systems (CMMS).
- Ability to interpret engineering specifications, equipment records, inspection reports, and technical standards.
- Knowledge of project planning, scheduling, procurement, budgeting, and cost tracking systems.
- Experience managing equipment inspections, preventive maintenance programs, and compliance documentation.
Work Conditions
- Frequent field presence in operating chemical plant environments.
- Ability to work in industrial conditions and around operating process equipment.
- May require work outside of normal business hours, including nights, weekends, and holidays during turnarounds, shutdowns, outages, and critical project activities.
- Ability to respond to plant operational and maintenance needs as required.
