Description of Job

TheOffice of Communicationsprovides clear, accurate and timely information to employees, the general public, members of the media, and industry stakeholders to support the department in achieving its organizational goals.

Thispositiondevelops, implements and manages a comprehensive public information and communications program to address public relations, information and education priorities of the Colorado Lottery to a variety of audiences, including various business groups, Lottery players, Lottery licensed retailers, Lottery proceeds beneficiaries, legislature, news media worldwide, other state agencies and local government entities. This position also works on digital communication and internal communication efforts for the Colorado Lottery in collaboration with the rest of Lottery's Comms and Marketing team. This role manages all newsletters, writes winner stories, organizes proceeds photo and video shoots, coordinates annual calendar and annual report, and handles CORA requests.

Minimum Qualifications

Experience Only: Seven (7) years of relevant experience in Communications, Journalism, Business, Marketing, Public Relations, Digital Design or an occupation related to the work assigned to this position as determined by the department ; or

Education and Experience: A combination of related education and/or relevant experience in Communications, Journalism, Business, Marketing, or Public Relations with 3 years of professional experience in providing public information through digital and print communications channels, equal to seven (7) years.

Preferred Qualifications

The ideal candidate will possess the following skills:

  • Experience in leading, developing, and implementing communication strategies
  • Experience working with the media and a proven track record for developing and maintaining trusted relationships with media, industry experts, and stakeholders.
  • Demonstrated success in managing and supervising multiple complex projects
  • Experience working with complex issues and making actionable decisions
  • Demonstrated success managing change and ability to adapt to changing environments.
  • Demonstrated success partnering with public and private organizations, special interest groups, elected and appointed officials, in situations that may be politically sensitive.
  • Excellent reasoning, investigative, analytical, and problem-solving ability.
  • Effective communication style and interpersonal skills that incorporate consensus building and participative decision-making.
  • Fluency in Gmail and Google Applications, and the ability to quickly learn other software systems.
  • A positive attitude, adaptability, and a good sense of humor.

Required Skills And Competencies

  • Depth of experience in strategic communications, program/project communications, internal communications.
  • Demonstrated written communication skills, including the ability to convey information to various stakeholders in a clear, accurate, and concise written manner;
  • Strong attention to detail and organizational skills
  • Demonstrated professional experience in developing communications strategies that support the agency’s brand and strategic plan by using appropriate informational channels
  • Ability to work effectively in independent and team situations.
  • Excellent interpersonal and relationship building skills.
  • Proficiency with MS Office suite, Google Suite

Conditions Of Employment With The CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
