Job description

Do you have experience managing litter collection, grounds maintenance, solid waste collection, or similar outdoor operations? Do you value serving your community? Prince William County Department of Public Works, Solid Waste Division, is seeking to hire a full-time Litter Crew Supervisor to lead a team of employees who perform roadside litter collection throughout the County and general grounds maintenance at the County Landfill and Compost Facility in Manassas, Virginia.

About This Role

The Litter Crew Supervisor works, both in the office and in the field, under the supervision of the Assistant Solid Waste Superintendent for Operations and the direction of the Landfill Operations Manager. The work requires sound and ethical judgment and the ability to read, understand, and conform to laws, regulations, rules, and procedures.

The Primary Functions Of This Role Include
  • Overseeing and coordinating grounds maintenance and litter collection efforts along the County’s roadways and at the County’s solid waste facilities and remote collection sites, including determining work locations; prioritizing and assigning work; inspecting work efforts to ensure conformance with direction and standards; and ensuring safe work practices and adherence to applicable laws, regulations, and policies;
  • Supervising employees, including establishing daily work schedules; providing clear daily direction; conducting safety meetings; reviewing and approving time and leave requests; mentoring and training new hires; evaluating and documenting employee performance; providing feedback and counseling; and assisting with hiring;
  • Overseeing contracted litter collection efforts, including managing vendors and contracts; reviewing and paying invoices; and resolving contract issues;
  • Coordinating the schedules and activities of volunteers and inmates performing community service;
  • Coordinating and participating in special cleanup events and other litter collection efforts throughout the County, as required;
  • Operating vehicles, trailers, and equipment; ensuring proper operation and tracking of vehicles and equipment; coordinating maintenance and repair activities; and maintaining inventory and maintenance reports;
  • Establishing and communicating written performance standards; documenting work efforts, mileage, and other operational data; and maintaining accurate records;
  • Developing, implementing, and monitoring solutions to improve teamwork and efficiency and address operational issues;
  • Responding verbally and in writing to requests and complaints from other departments, agencies, elected officials, and the public;
  • Routinely using computers and computer software, including Microsoft Outlook, Word, and Excel;
  • Performing other duties as assigned.
Minimum Requirements
  • High school diploma or GED is required.
  • Minimum 3 years of full-time experience supervising and directing operational work crews, to include litter collection crews, grounds maintenance crews, solid waste collection crews, or similar outdoor operational work crews, is required.
Preferences
  • Additional education, such as an associate or bachelor’s degree from an accredited college or university, is preferred. Military training beyond basic training related to the job will also be considered.
  • Minimum 5 years of full-time progressive experience managing litter collection, grounds maintenance, solid waste collection, or similar outdoor operational work crews is preferred.
  • Minimum 5 years of full-time supervisory experience that includes directing and evaluating 10 or more employees is preferred.
  • Minimum 3 years of work experience dealing directly with the public in a customer service setting is preferred.
  • Strong and effective written and spoken standard English communication skills, including the ability to prepare and present clear, concise, and grammatically correct correspondence, written reports, and information is preferred.
  • Proficiency with computers and Microsoft Office software, including Outlook, Word, and Excel, is preferred.
Special Requirements
  • Driving Requirement: Having and maintaining a valid driver’s license is a requirement of the position. This job also requires driving a County vehicle.
  • Essential Service Requirement: This position is an essential employee. Responding to emergencies, inclement weather, and other issues that may impact facility operations before or after regular working hours, including on holidays and weekends, is required.
  • Personal Protective Equipment (PPE) Requirement: This job is a safety-sensitive position that requires wearing personal protective equipment, including but not limited to safety shoes, safety vest, and hard hat.
  • Physical Requirement: This job requires lifting up to 50 pounds, exerting up to 50 pounds occasionally, 20 pounds frequently, and 10 pounds constantly to move objects. The work is generally performed in both inside and outside environments and may be exposed to vibrations, intense noises, moving mechanical parts, electrical currents, chemicals, fumes, odors, dust, gases, inadequate lighting, and poor ventilation. The ability to safely work in inclement weather and around vehicular traffic and heavy equipment is required. The job also requires the ability to routinely walk long distances over rough terrain in noisy and dusty conditions, as well as climbing, balancing, bending, stooping, kneeling, crouching, reaching, standing, pushing, pulling, and grasping.
  • Pre-employment Requirement: Successfully passing a background check and pre-employment physical examination is a condition of employment for this position.
Work Schedule

The typical work schedule for this position is 37.5 hours per week, Monday to Friday. Working some weekends and holidays is required. This position is considered to be essential. Responding to emergencies, inclement weather, and other issues that may impact facility operations before and after regular working hours, including on holidays and weekends, with little or no notice is required.

Starting Salary Range

$42.55 to $46.19 hourly
