Job summary

Job Duties

This position offers a sign-on bonus of $5,000 and 40 hours of annual leave.

The Virginia Department of Health (VDH) is seeking a strategic, experienced, and mission-driven leader to serve as the Long-Term Care Division Director within the Office of Licensure & Certification (OLC). This position plays a critical role in safeguarding the health, safety, and rights of some of Virginia’s most vulnerable populations by overseeing the licensing, inspection, and regulation of long-term care facilities across the Commonwealth.

This position is responsible for ensuring compliance with state and federal requirements, advancing quality of care, and collaborating with stakeholders to promote transparency and accountability within Virginia’s long term care system.

Key Responsibilities
  • Provide strategic leadership and direction for the Long-Term Care Division.
  • Oversee the licensing, inspection, and enforcement of long-term care facilities, ensuring compliance with state and federal laws, regulations, and accreditation standards.
  • Supervise and support program managers, surveyors, and administrative staff; foster a high-performance culture centered on integrity, professionalism, and continuous improvement.
  • Collaborate with VDH leadership, federal partners, healthcare providers, and advocacy groups to strengthen long term care services and protect patients’ rights.
  • Contribute to policy development, regulatory review, and process improvements aimed at improving access and quality.
  • Respond to legislative inquiries, prepare reports, and represent the division in public and professional settings.

This is a key leadership role for a proven professional dedicated to advancing healthcare quality and ensuring safe, person-centered care for Virginians in long term care settings.

Minimum Qualifications
  • Broad knowledge of national, regional and state health care issues
  • Specific knowledge of and experience in federal and state laws and regulations
  • Experience managing large staffs, remotely and on-site; experience developing, monitoring, and managing budgets
  • Knowledge of state and federal budgeting processes and procedures
  • Must be able to effectively write and deliver guidance to staff and constituents on applicable legislation/regulations, personal communications and technical reports
  • Must effectively communicate orally and interpersonally before groups; ability to provide direction and management to staff; interpret regulations and policies and apply them independently
  • A valid State Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency
  • If performing LTC inspections- must obtain SMQT Certification within 12 months of hire date and obtain medical clearance and be successfully fit tested in accordance with OSHA regulations within 90 days of hire date and annual thereafter; knowledge of legislative, regulatory and legal processes as they relate to state and federal rules pertaining LTC licensing and certification
Additional Considerations
  • Experience in Public Administration, Medical Sciences, etc.
  • If working in LTC- extensive experience in a LTC regulatory organization or within a LTC facility
