As one of the first points of contact for residents, businesses, contractors, and developers, you will help guide customers through the City's licensing and permitting processes while building lasting relationships and helping projects move forward. From answering questions and troubleshooting online applications to coordinating permits and inspections, you will play an important role in supporting the City\'s continued growth and development.

Position Summary

Under the general supervision of the Licensing and Permit Supervisor, the Licensing and Permit Technician (LPT) position involves multiple administrative and support functions for the Community Development Department with the requirements of high-quality customer service and the ability to handle communications relative to primary duties accurately and consistently. The LPT performs administrative, technical and support functions associated with building and construction permits, licensing, rental housing licensing and registration and records management.

Essential Functions, Duties and Responsibilities
  • Assists the public with residential and commercial permit and occupancy applications and other miscellaneous permits; answers questions and provides information on established procedures and requirements.
  • Processes business licenses and special event permits.
  • Answers complex telephone inquiries and emails related to primary duties.
  • Processes Certificates of Occupancy and completes the licensing and permitting process.
  • Processes applications for residential rental housing registration and licensing.
  • Assesses and collects fees for licenses, applications, permits, special events and other department activities, as well as other City departments. Provides refunds at the request of the Licensing and Permit Specialist or Supervisor. Reconciles receipts daily.
  • Monitors pending and expiring permits and applications and corresponds with applicants to meet deadlines.
  • Schedules inspections and assists building inspection staff.
  • Assists customers with online licensing and permitting portal.
  • Drives City and/or personal vehicle to perform essential functions of position.
Qualifications

Minimum: High school diploma or G.E.D.; PLUS 3-4 years of customer service or administrative experience OR 2-3 years of customer service or administrative experience and ICC Permit Technician certification.

Physical and Environmental Factors

Work is performed in person in a standard office environment. This is physically sedentary work requiring the ability to sit for prolonged periods; have visual acuity; the ability to process, sort and carry plan sets which require manual dexterity; and the ability to lift up to 20 lbs. occasionally.

Compensation and Benefits

Range of pay for this position is $21.37 to $24.77 dependent on qualifications and directly related experience. This is a non-exempt position and is eligible for overtime pay. In addition, the City offers a comprehensive benefits package including:

  • Free or low cost on-site medical clinic
  • Six weeks paid parental leave
  • 4% employer retirement contribution with optional 2% match
  • Automatic 6% into the KPERS pension plan
  • Tuition reimbursement up to $4,500 per year
  • Additional personal leave during first year of employment for new employees
  • Minimum 2 weeks\' vacation for first year
