Job summary

The Department of Public Safety and Correctional Services (DPSCS) in Maryland seeks a Legislative Affairs Specialist to support the Office of Government and Legislative Affairs (OGLA). POSITION DUTIES

The main purpose is to support the Office of Government and Legislative Affairs (OGLA). The OGLA handles Legislative and Policy development matters for the department.

Coordination of Legislative Activities

• Regulations – Serve as the primary liaison between OGLA and the Office of Policy and Regulations; track DPSCS regulatory actions, update the OGLA Director and submit draft regulations to the Governor's Office for review and approval.
• Manage OGLA constituent casework including maintaining the constituent casework tracker; coordinate responses, and monitior deadlines. Alert the OGLA Director and Deputy Director to outstanding cases.
• Scheduling – Coordinate scheduling with the Secretary's office and schedule meetings with internal and external stakeholders.
• Legislation Tracking - Maintain the OGLA bill tracker and add relevant legislation.
• Testimony - Track testimony deadlines, submit written testimony, coordinate employee participation in bill hearings, and manage the testimony submission process.

Report Management/OGLA Office Support/After Session Activities

• Legislative Reports - Manage DPSCS mandated legislative and JCR reports, including the report matrix, deadlines, reminders, and submissions. Serve as the liaison to DPSCS units and the Department of Legislative Services (DLS) Librarian; provide weekly status updates to OGLA leadership.
• OGLA Annapolis Office – Manage office supplies and equipment; serve as the Maryland General Assembly staff and interns.

Portfolio Management

• Serve as the main liaison between OGLA and the Police Standards and Correctional Training Commission (PCTC) and manage the Police Standards and Correctional Training Commission legislative portfolio during the interim and Maryland General Assembly session.
• Serve as the main liaison between OGLA and Maryland Commission on Correctional Standards (MCCS) and manage the Maryland Commission on Correctional Standards legislative portfolio during the interim and Maryland General Assembly session.

MINIMUM QUALIFICATIONS

• Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
• Experience: Five years of administrative staff or professional work.
• Notes:
• 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
• 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
• 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
• 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

• Associate's of Arts or Bachelor's degree from an accredited college or university.
• Three (3) years of experience in public policy, legislative research, or legislative processes.
• Experience reviewing and analyzing legislation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
