Leasing & Property Manager
Location: Grand Forks, ND (On-Site Only)
Salary: $57,559 – $62,900 (FLSA Exempt)
Reports To: Director of Housing Programs
Closing Date: June 19, 2025
Position Summary
The Leasing & Property Manager plans, coordinates, and oversees the leasing, occupancy, and physical/fiscal management of assigned properties (approx. 225 units). This position is responsible for ensuring compliance with HUD, LIHTC, and HOME program regulations, maintaining strong tenant relationships, coordinating with internal departments and external agencies, and supporting sound property operations.
Key Responsibilities
Essential duties include but are not limited to:
Leasing & Occupancy Management
- Certify eligibility of applicants for rental units and/or housing assistance programs.
- Conduct initial admissions, annual/interim recertifications, and tenant briefings.
- Maintain occupancy levels between 95% and 100%.
- Manage tenant notices: annual recertification, rent increases, late rent, etc.
- Perform leasing functions including explanation of lease, tenant handbooks, and required forms.
Tenant Relations & Compliance
- Address and resolve tenant complaints; conduct exit surveys.
- Cooperate with law enforcement and legal services regarding criminal activity and evictions.
- Enforce lease agreements and initiate eviction processes in compliance with state and local laws.
- Communicate effectively with individuals from diverse social, economic, and ethnic backgrounds.
Operations & Coordination
- Collaborate with Finance, Maintenance, and Client Services departments.
- Oversee property marketing activities to support leasing efforts.
- Coordinate with Resident Service Coordinators and local service agencies.
- Conduct periodic property inspections to assess and report on physical conditions.
Regulatory & Administrative
- Ensure compliance with applicable federal, state, and local regulations.
- Prepare and submit required documentation and reports (e.g., HAP requests, Special Claims).
- Support and participate in internal and external monitoring and audit reviews.
- Attend professional meetings and stay current with housing program updates.
Technology & Reporting
- Utilize property management software (YARDI preferred) and other office technology efficiently.
- Contribute to the budgeting process and manage property finances in a fiscally responsible manner.
Knowledge, Skills, and Abilities
- Knowledge of: HUD programs, LIHTC, HOME, Fair Housing Laws, leasing best practices, and office technology.
- Strong written and verbal communication.
- Proven ability to organize workflow, manage deadlines, and solve problems.
- Demonstrated capability in working with diverse populations and community partners.
- Understanding of budgeting principles and contract/lease administration.
Minimum Qualifications
Education & Training
Experience
- Minimum three (3) years of progressively responsible experience in affordable housing or a related field.
- At least two (2) years of administrative responsibility.
- Professional use of computer software for at least four (4) years.
Licenses/Certifications
- Valid North Dakota Driver’s License with a good driving record.
- Possession of or ability to obtain the following within one year of employment:
- Housing Specialist Certification
- Certified Occupancy Specialist (COS)
- Certified Rent Calculation Certificate
Preferred Qualifications
- Bachelor’s degree in Business Administration, Social Work, or a related field.
- Experience with federal housing programs, LIHTC, and HOME regulations.
- Proficiency in YARDI property management software.
Working Conditions
- Primarily office-based with local travel to and from property sites.
- Must be able to sit for prolonged periods and maintain physical and mental capacity for decision-making.
