Job summary

The Conrad N. Hilton Foundation seeks an Officer of Learning and Evaluation to drive measurement, evaluation, and learning for the Refugees Initiative.

You will lead study design, data-driven insights, and collaboration with internal teams and external partners to strengthen grantmaking and outcomes for refugee and host communities. Reporting to the Senior Learning and Evaluation Officer, this role emphasizes practical evidence generation, cross-functional teamwork, and strategic decision

Qualifications

• Bachelor's degree in public policy, social sciences, economics, statistics, program evaluation, or related field or equivalent experience.
• 7+ years of professional experience including 3-5 years in measurement, evaluation, learning (MEL), applied research, or evaluation management.
• Strong expertise in quantitative and qualitative evaluation methods, research design, performance measurement, and data interpretation.

Responsibilities

• Develop and oversee performance measurement frameworks, indicators, and reporting processes across grants and strategic goals.
• Lead the Refugees Initiative's measurement, evaluation, and learning agenda to inform strategy and grantmaking.
• Design, manage, and communicate evaluation studies and evidence, coordinating with external evaluators and partners.
• Collaborate with Foundation teams to promote learning and evidence-informed decision-making.
