Job summary

Massachusetts Water Resources Authority is seeking a Program Manager of Learning & Development to design and manage Authority-wide training initiatives that support operational excellence, leadership capability, workforce readiness, and compliance.

The role oversees needs analysis, design, delivery, and evaluation, coordinating with departments to ensure alignment with safety standards and organizational goals.

Qualifications

• Bachelor's degree in business, education, HR, OD, or related field and 5+ years of progressive L&D experience.
• Public-sector or unionized environment or water/wastewater industry experience preferred.
• Valid MA Class D Driver's license or nearby-state license for travel; telework up to 1 day/week after waiting period.

Responsibilities

• Plan, design, implement, manage, and evaluate Authority-wide learning programs for operational excellence.
• Lead learning and development initiatives including technical, leadership, and safety training.
• Coordinate with departments on needs analysis, design, delivery, and evaluation of programs.
• Manage LMS data, reporting, dashboards, and program performance.
• Oversee vendor selection, contract execution, and performance of learning providers.
• Develop communication strategies and collaboration across Operations, Maintenance, and Support.
