Job summary

You will partner with operations, safety, and HR to design, deliver, and evaluate programs that boost workforce readiness and operational excellence.

Responsibilities include needs analysis, design, delivery, evaluation, vendor coordination, and LMS reporting with leadership dashboards.

Qualifications

• Bachelor's degree or equivalent and 5+ years managing learning, development, training, or organizational programs, preferably in public-sector or water/wastewater industry.
• Knowledge of adult learning principles and program evaluation.
• Experience with LMS, vendor management, and safety/training programs.

Responsibilities

• Plan, design, implement, manage, and evaluate Authority-wide learning programs to support operational excellence and workforce readiness.
• Coordinate with operations, safety, and departments to address learning gaps and regulatory requirements.
• Lead program management practices including scoping, timelines, risk and stakeholder management, and post-implementation review.
• Develop and deliver instructor-led, e-learning, blended learning, coaching, and other modalities.
• Manage vendor selection, performance, and contracts; ensure quality and timelines.
• Provide dashboards and analytics on program performance to leadership.
