Job summary

The State of Ohio seeks a Human Capital Management Manager to lead statewide learning and development operations for the Regional Psychiatric Hospitals. This role oversees non‑clinical training, orientation, core training, and leadership development to ensure compliance and continuous improvement.

Responsibilities include governance, policy standardization, data reporting, and supervision of Training Officers across DBH facilities, with emphasis on collaboration and outcomes.

Qualifications

• 4 yrs. exp. in human resources.
• Completion of undergraduate core program in human resources, business or public administration; 24 mos. exp. in human resources which included 12 mos. exp. in supervisory &/or management principles & techniques.

Responsibilities

• Lead statewide learning and development operations for Regional Psychiatric Hospitals.
• Manage non-clinical training programs and governance; assess workforce learning needs.
• Oversee orientation, core training, employee development and leadership training.
