  • Two (2) years of experience in learning and development, talent development, leadership development, organizational development, employee engagement, human resources, program development, or a closely related field.

As the Leadership and Talent Development Consultant, you will serve as a leadership and talent development resource for the Department of Human Services (DHS) and the Office of Employee Culture (OEC). The position designs, develops, facilitates, coordinates, implements, evaluates, and continuously improves an integrated portfolio of employee onboarding, leadership development, mentorship, and talent development programs that strengthen employee connection, leadership capability, succession readiness, and organizational bench strength.

This position works across OEC and with Human Resources, senior and executive leaders, supervisors, managers, program leaders, employee engagement partners, restorative/story-of-practice leaders, and other partners throughout DHS to assess needs, develop responsive programming, use workforce and program data, and contributes toward leadership and talent development strategy.

Responsibilities include but may not be limited to:
  • Lead the design, curriculum development, facilitation, evaluation, and continuous improvement of the DHS new employee experience, including New Employee Orientation and the Neon Network.

Minimum Qualifications

Two (2) years of experience in learning and development, talent development, leadership development, organizational development, employee engagement, human resources, program development, or a closely related field.

Experience must demonstrate:

  • Developing, coordinating, implementing, and/or facilitating learning, employee development, or leadership development programs.
  • Developing or adapting curriculum, learning materials, presentations, or development resources for adult learners.
  • Facilitating programs, presentations, meetings, or learning experiences for diverse audiences.
  • Coordinating multiple programs, projects, priorities, and deliverables simultaneously.
  • Ability to use participant feedback, program information, workforce data, or other relevant information to evaluate needs and inform continuous improvement.

A Bachelor's degree in Adult Education, Training and Development, Human Resources Development, Organization Development, Social Sciences, or other closely related field may substitute for one (1) year of experience.

Preferred Qualifications
  • Experience consulting with leaders and partners to identify needs and translate them into practical learning, talent, and organizational solutions.
  • Three or more years of professional experience in learning and development, leadership development, talent development, organizational development, employee engagement, or a related area.
  • Experience designing and leading organization-wide leadership development, supervisory development, mentorship, onboarding, or employee development programs.
  • Experience working within a large, complex public-sector or similarly complex organization.
  • Experience using qualitative and quantitative data, participant feedback, organizational needs assessments, or workforce trends to develop and improve learning and talent strategies.
  • Certification in Project Management.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
