Responsibilities

  • Collect, maintain, and provide data from multiple sources; and maintain division databases for required reporting, decision making, and resolution of technology system gaps to ensure MHCP program compliance.
  • Identify, create, and analyze data collected from multiple sources; and develop, distribute, and produce reports, dashboards, spreadsheets, etc.
  • As a Technical Services Liaison (TSL) for the division: provide prompt analysis, troubleshooting, and resolution of technical issues and on-the-job instruction about technical issues to the entire division, individual employees, MHCP consumers, DHS staff in other HCA divisions, and other internal and external business partners.
  • As a division SharePoint Lead Site Owner (LSO) and first point of contact for SharePoint, create and maintain the division’s SharePoint sites; and instruct and provide support to SharePoint division users.

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position exists to provide technology, reports, and data support and specialized service for Health Care Eligibility and Operations division (HCEO) and their business partners (other DHS divisions and all Minnesota counties and tribal nations). This position will:

  • Collect, maintain, and provide data from multiple sources; and maintain division databases for required reporting, decision making, and resolution of technology system gaps to ensure MHCP program compliance.
  • Identify, create, and analyze data collected from multiple sources; and develop, distribute, and produce reports, dashboards, spreadsheets, etc.
  • As a Technical Services Liaison (TSL) for the division:
    • Provide prompt analysis, troubleshooting, and resolution of technical issues and on-the-job instruction about technical issues to the entire division, individual employees, MHCP consumers, DHS staff in other HCA divisions, and other internal and external business partners.
    • Provide support, tips, and instruction for division software, computer equipment, and MCHP computer systems, etc.
    • Help with the planning, procurement, exchange, movement, upkeep, and tracking of computer equipment and the procurement, installation, and tracking of software and licenses.
    • Serve as division point-person for onboarding and offboarding HCEO staff.
    • Assist with the planning, coordination, and implementation of HCEO technology initiatives driven by MNIT, the department, and the division.
  • As a division SharePoint Lead Site Owner (LSO) and first point of contact for SharePoint, create and maintain the division’s SharePoint sites; and instruct and provide support to SharePoint division users.
Minimum Qualifications

Two (2) years experience with data analysis and report development of a public health care program demonstrating the following:

  • Presenting data in different report formats to technical and non-technical audiences;
  • Designing data structures and managing data in electronic databases.
  • Bachelor's degree or higher degree in health care administration, business or related field may substitute one year of professional experience.
Preferred Qualifications
  • Demonstrated expertise with METS, MAXIS, and/or MMIS based eligibility data.
  • Customer service including the ability to work with a diverse group of stakeholders in order to meet stakeholder needs
  • Effective oral and written communication that is at the appropriate level in order to tailor communication to the specific audience, ensure perspective is understood, and so stakeholders comprehend and have confidence in the information they receive.
  • Experience with analyzing, troubleshooting, and resolving technical issues, including computer hardware and software issues.
  • Experience providing guidance and support to fellow employees on technical issues, including computer hardware and software issues, installation instructions, system updates, and workarounds.
  • Ability to problem solve highly complex issues particularly as they relate to accessing, collecting, analyzing, manipulating, testing, sharing, presenting and transmitting data to meet report specifications so that issues are discovered and resolved effectively and efficiently by the appropriate people.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
