Job summary

1 Alpha Consulting LLC in Baltimore is seeking a Lead UX Designer to modernize the eMaryland Marketplace Advantage (eMMA) platform for the Department of General Services. You will design around user needs, accessibility standards, and business outcomes.

Collaborate with product owners, developers, analysts, and leadership to establish UX standards, deliver user journeys, wireframes, and high-fidelity designs across the program lifecycle.

Qualifications

• Bachelor's degree in UX design, HCI, or related field.
• 8+ years of UX/UI design or product design experience.
• Experience leading UX design activities for large-scale enterprise or government applications.
• Proficient with user research, journey mapping, wireframing, prototyping, and usability testing.
• Experience in Agile environments and accessibility principles.

About the Role:

We are seeking a Lead UX Designer to support the modernization of the eMaryland Marketplace Advantage (eMMA) platform for the Department of General Services, Office of Information Technology.

The eMMA platform serves as Mayland’s statewide eProcurement system. The Lead UX Designer will ensure solutions are designed around user needs, business outcomes, accessibility standards, and a consistent user experience. This role will work closely with business stakeholders, product owners, developers, project managers, architects, agency leadership, and implementation partners to establish UX standards and provide continuity across the program’s lifecycle.

Your Impact:

• Lead UX strategy and design activities for the eMMA modernization program and related applications.
• Support the Launchpad process through development of user‑centered requirements, UX artifacts, workflows, and supporting documentation.
• Conduct user research, stakeholder interviews, workshops, and usability assessments to identify user needs and pain points.
• Develop user journeys, personas, process flows, information architecture, wireframes, prototypes, and high‑fidelity designs.
• Translate business and technical requirements into intuitive, accessible, user‑centered experiences.
• Facilitate collaborative design sessions with business stakeholders and technical teams.
• Establish UX design standards and reusable pattens that can be consistently applied across applications.
• Ensure all designs meet accessibility requirements and applicable standards.
• Collaborate with product owners, business analysts, developers, architects, project managers, and implementation partners throughout the product lifecycle.
• Review implementation partner and vendor deliverables to ensure UX requirements and design standards are met.
• Provide UX guidance for product roadmaps, solution decisions, enhancements, and prioritization efforts.
• Identify usability risks and recommend improvements before solutions move to development or production.
• Maintain UX documentation and design artifacts as the central source of truth.
• Support user acceptance testing and incorporate user feedback into iterative design improvements.
• Ensure UX decisions are based on measurable user and business outcomes.
• Provide knowledge transfer and continuity throughout project transitions.

Minimum Qualifications:

• Bachelor’s degree in UX design, Human‑Computer Interaction, Interaction Design, Information Architecture, Computer Science, or a related field.
• Minimum of 8 years of experience in UX/UI Design, Product Design, or a related discipline.
• Experience leading UX design activities for large‑scale enterprise or government applications.
• Strong experience with:
  • User research
  • Journey mapping
  • Wireframing
  • Prototyping
  • Usability testing
• Experience working in Agile and product development environments
• Strong knowledge of accessibility and user‑centered design principles
• Experience collaborating with business stakeholders, technical teams, vendors, and senior leadership
• Strong communication, facilitation, and presentation skills
• Ability to translate complex business processes into intuitive user experiences.
• Ability to successfully complete a fingerprint‑based background investigation
• Must be authorized to work in the United States

• Delivery management experience
• Experience with government, ERP, procurement, or enterprise systems.
• Experience supporting State of Maryland projects or other public‑sector IT initiatives
