Job summary

Penn State University in State College, PA is seeking a Department Head for the Engineering Systems Research and Development Division of the Undersea Systems Office (USO) at ARL. The role provides strategic and operational leadership for the Deployables and Undersea Connectivity Department (DUC).

You will lead programs and multidisciplinary teams, manage resources, mentor staff, and drive innovative R&D to solve challenging undersea communications problems, with on-site work and periodic travel.

Qualifications

• Managing programs, people, and a demonstrated capability to set and meet goals.
• Development of system test and verification plans.
• Underwater acoustics and communication methods.
• Mechanical and optical properties of fiber optic cabling, its deployment, and the fundamentals of data transmission.
• Electronic design and RF communication devices and techniques.
• Ability to express ideas successfully to drive understanding.
• Current eligibility for access to classified information at the Secret level or higher.

Responsibilities

• Provide technical leadership for the department's research and engineering capabilities.
• Lead programs and multidisciplinary teams with external stakeholders.
• Manage departmental resources with leadership and principal investigators.
• Lead personnel development, performance evaluations, and mentoring.
• Lead experimental R&D to deliver innovative technical solutions.
• Plan, staff, and execute programs aligned with goals and customer needs.
• Foster a culture of innovation and exploration of emerging technologies.
