Job summary

Kitsap County is seeking a District Court Treatment Courts Program Manager to lead the treatment court programs, coordinate with judges and partners, and oversee staff. The role emphasizes independent judgment, policy adherence, and cross-team collaboration to improve services for participants and the community.

The ideal candidate will have extensive supervisory experience, a background in mental health or substance use settings, and a demonstrated ability to manage grants and reporting.

Qualifications

• Bachelors degree in criminal justice, public administration, social work, or related field.
• Five years of progressively responsible experience in a mental health or substance use treatment setting.
• Two years of experience in a supervisory or lead role.
• Other relevant experience such as mentoring, counseling, or peer support may also be considered.

Responsibilities

• Manage Treatment Court Programs to ensure successful achievement of program objectives and alignment with established goals.
• Implement team recommendations and maintain consistent communication across all Treatment Court team members.
• Serve as the primary liaison for Treatment Court Programs, resolving inquiries, complaints, and sensitive issues affecting services.
• Attend Treatment Court program meetings and represent the programs with professionalism and clarity.
• Assign, train, supervise, and evaluate staff; provide guidance, support, and participate in hiring, disciplinary actions, transfers, and terminations.
• Analyze program effectiveness and recommend improvements to services, equipment, and operating systems.
• Research new developments in the field and lead expansion or modification of existing programs/services.
• Prepare and submit grant applications or other funding requests to support program operations.
• Ensure timely and accurate reporting for all funding sources.
• Maintain comprehensive knowledge of community agencies and resources relevant to participant needs (education, mental/physical health, ancillary services).
• Administer service contracts, authorize payments, monitor for compliance, and implement corrective action when needed.
