Job summary

Kitsap County is seeking a District Court Treatment Courts Program Manager to lead the treatment court programs, coordinate with judges and partners, and oversee staff. Qualifications

• Bachelors degree in criminal justice, public administration, social work, or related field.
• Five years of progressively responsible experience in a mental health or substance use treatment setting.
• Two years of experience in a supervisory or lead role.
• Other relevant experience such as mentoring, counseling, or peer support may also be considered.

• Assign, train, supervise, and evaluate staff; provide guidance, support, and participate in hiring, disciplinary actions, transfers, and terminations.
• Analyze program effectiveness and recommend improvements to services, equipment, and operating systems.
• Research new developments in the field and lead expansion or modification of existing programs/services.
• Prepare and submit grant applications or other funding requests to support program operations.
• Ensure timely and accurate reporting for all funding sources.
• Maintain comprehensive knowledge of community agencies and resources relevant to participant needs (education, mental/physical health, ancillary services).
• Administer service contracts, authorize payments, monitor for compliance, and implement corrective action when needed.

As the District Court Treatment Courts Program Manager, you’ll guide the work that helps participants move toward stability, accountability, and long-term success while ensuring the courts operate with excellence and compassion.

Overview

Under the direction of the assigned Administrator or Director, the Treatment Courts Program Manager provides professional-level leadership in planning, administering, and monitoring all functions of the District Court’s Treatment Court Programs. This role coordinates activities among judges, attorneys, justice system partners, treatment professionals, County officials, community agencies, and the District Court Administrator.

This at-will position serves at the pleasure of the District Court Administrator and includes supervision and management of Program Specialists and other staff supporting the Treatment Court Programs. The incumbent must be able to work both independently and as part of interdisciplinary teams, exercising significant independent judgment within established policies and procedures. Work is reviewed regularly by the District Court Administrator and the Treatment Court Judges for the exercise of professional judgment and adherence to goals, policies, and codes.

What You Will Bring

• Bachelor’s degree in criminal justice, public administration, social work, or a closely related field; and
• Five years of progressively responsible experience in a mental health or substance use treatment setting. Experience may include work in recovery or rehabilitation programs, inpatient or outpatient service facilities, hospital or medical/skilled nursing environments, or other settings supporting individuals with mental health or substance use disorders;and
• Two years of experience in a supervisory or lead role.
• Other relevant experience such as mentoring, counseling, or peer support may also be considered.

Highly Preferred Qualifications

• Two years of recent (within the past five years) experience working in one or more Treatment Court Programs.
• Three years of experience in a mental health–centered or substance use–centered environment.
