Job summary

Banyan Global in Washington, DC, seeks transportation subject matter experts to support USTDA Latin America and the Caribbean: Transportation Infrastructure Project Scoping Services. You will provide technical and economic analysis to identify, assess, and develop feasibility studies, pilot projects, and technical assistance across airports, ports, rail, and roads.

Qualifications

  • 10+ years infrastructure project development and international development.
  • Transportation infrastructure sector experience and knowledge, including ports, rail, road corridors, and/or airports.
  • Demonstrated experience leading complex international consulting assignments or project preparation missions.
  • Experience developing feasibility study, pilot project, and technical assistance TORs and budgets.
  • Experience conducting net present value (NPV), internal rate of return (IRR), and life cycle cost analysis (LCCA).
  • Familiarity with MDB, DFC, Ex-Im, and commercial financing requirements.
  • Experience working in Latin America and the Caribbean.
  • Master’s in engineering or related field.
  • Professional proficiency in Spanish and Portuguese (Level 3 or above on the Interagency Language Roundtable scale).
  • Strong written and oral communications skills in English.

Responsibilities

  • Lead the technical and economic review and assessment of proposed transportation projects in Latin America and the Caribbean.
  • Support the preparation of Project Assessments and Project Reports for USTDA.
  • Support stakeholder engagement, including meetings with project sponsors, U.S. companies, and relevant government entities. This may include some travel.
  • Ensure analytical rigor, quality control, and compliance with USTDA requirements and reporting standards.
  • Conduct technical risk assessments and infrastructure resilience screenings (environmental and geophysical).
  • Evaluate U.S. company competitiveness, assess foreign competition, and evaluate market entry issues in the LAC region.
  • Conduct cost reasonableness assessments for proposed project budgets.
