Job summary

San Joaquin County's Behavioral Health Services seeks a Substance Abuse Counselor Supervisor to oversee staff, ensure program quality, and supervise counseling and case management activities. The role requires certification and a valid CA driver license, with responsibilities spanning training, budgeting, and clinical oversight.

The supervisor will guide staff in delivering Medi-Cal compliant services, develop program goals, and participate in rotating shifts and client transports as needed.

Qualifications

• Education: Certificate in substance abuse counseling recognized by San Joaquin County.
• Experience: Four years of counseling or case management in substance abuse or crisis program at Counselor II level.
• OR II: Bachelor's degree in psychology, social work, business or public administration with one year of counseling or case management experience.
• Substitution: additional qualifying experience may substitute for education; not for specialized education.
• Certification: current AOD Counselor certificate maintained as required by California.
• License: valid California driver’s license if required by assignment.
• Substitution for certification: medical/psychology/licensure substitutions allowed.

Responsibilities

• Assign, schedule, supervise, discipline and evaluate program staff and provide training.
• Assist in budget preparation and monitoring for the program.
• Develop or modify program components and staff schedules.
• Review client records for Medi‑Cal and regulatory compliance; resolve issues.
• Plan and conduct individual and group counseling; evaluate treatment plans.
• Provide leadership and staff development; coordinate committees and training.
• May transport clients to community resources; support rotating shifts.
