Lead Regulatory Analyst

Global Resource Solutions, Inc. (GRS) is seeking an enthusiastic, motivated, detail orientated, and talented individual for the position of Lead Regulatory Analyst.

Job Description:

Summary:TheLead Regulatory Analyst will lead public-comment analysis and regulatory writing support for a federal client. Translate large, varied submissions into accurate issue summaries and defensible analytical records while supervising analysts using an AI-assisted document platform.

  • Provide technical expertise and assist with network integration and consolidation efforts across multiple network environments.
  • Design a comment-review plan, issue taxonomy, coding guidance and quality-control workflow with the project manager and client.
  • Review proposed rules and supporting materials; identify relevant regulatory requirements and establish consistent analytical standards.
  • Supervise intake reconciliation, duplicate and form-letter treatment, quantitative reporting and substantive-comment analysis.
  • Review complex, conflicting and high-risk comments, including technical attachments; preserve materially different positions and recommendations.
  • Validate automated suggestions against source submissions and correct errors or missing issues before delivery.
  • Own the quality of key issues matrices and supporting summaries, with traceability to the underlying records.
  • Coordinate publication and redaction questions with authorized client officials; maintain boundaries between contractor analysis and agency decisions.
  • Lead analytical discussions, train reviewers, document decisions and plan surge coverage for short delivery windows

Requirement:

  • Five (5) years related experience
  • Bachelor’s Degree in a related area or equivalent experience (Four (4) years)

Skills:

  • Demonstrable working knowledge of federal notice-and-comment rulemaking, the Administrative Procedure Act, FDMS and Regulations.gov workflows, and federal writing conventions. Experience organizing and analyzing public comments and delivering accurate, accessible written materials is essential.
  • Strong English writing, analytical judgment and advanced Word/Excel skills are required.
  • Experience reviewing AI-supported analysis is valuable, but does not replace regulatory expertise

Communication:Excellent customer service via phone and face to face conversation, excellent written and oral command of English.
