Myers & Sons Construction, LLC in California seeks an experienced Proposal Manager to lead the development of technically strong, highly competitive proposals for major transportation and infrastructure projects.

This role can be based in Sacramento, Los Angeles, or Denver, collaborating with executives, project teams, estimators, schedulers, engineers, designers, joint venture partners, and technical specialists to transform complex data into persuasive narratives.

Qualifications

• 7+ years of professional proposal development, technical writing, or related experience.
• Experience leading complex proposals from RFP through final submission.
• Experience coordinating multidisciplinary teams and managing contributors.
• Strong experience writing and editing technical proposal content.

Responsibilities

• Lead the complete proposal process for RFQs, SOQs, and other pursuits.
• Analyze RFQs to identify client priorities, criteria, and risks.
• Develop win themes, messages, and differentiators for proposals.
• Establish proposal execution plans with schedules, owners, and milestones.
• Coordinate multidisciplinary pursuit teams and client-facing materials.
• Write, edit, and develop persuasive proposal content.
• Manage proposal development and production through submission.
• Lead resumes, project profiles, staffing plans, and graphics.
