Job summary

UES, Inc. is seeking a Project/Proposal Manager to blend civil/geotechnical expertise with pursuit capabilities for large, complex projects.

You will work with Business Development, Marketing, SMEs, and senior leadership to craft compelling proposals and guide projects through delivery, ensuring on-time, within-scope outcomes. The role requires coordinating across engineering, laboratory, safety, and operations while developing accurate estimates and compliant content for bids.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Management, or a related technical discipline; OR equivalent combination of education and relevant experience.
• For non-degreed candidates: 7–10+ years of relevant industry experience.

Responsibilities

• Lead and manage projects from proposal through completion, ensuring scope, schedule, budget, and quality objectives are met.
• Develop project estimates, proposals, and scopes of work in collaboration with technical and business development teams
• Maintain clear and consistent communication with clients to manage expectations, address issues, and ensure satisfaction.
• Manage the full lifecycle of proposal development- from intake and kickoff through submission- ensuring timely, accurate, and compelling deliverables.
• Review and interpret client requirements (RFPs/RFQs) and develop compliance matrices, outlines and production schedules.
• Coordinate and collaborate wiht technical staff, project manager, and SMEs to develop and refine proposal content.
• Create proposal sections, project descriptions and other supporting materials for proposals.
• Lead and/or participate in proposal kickoff meetings, reviews, and debriefs, implementing lessons learned for future improvement.
• Collaborate with marketing to create visuals, templates, and presentations that align with proposal objectives.
• Track proposal metrics and support CRM data entry and reporting related to pursuits & outcomes.
• Participate in cross-functional collaboration with engineering, laboratory, safety, and operational teams.
• Perform other duties as assigned to support marketing and business development initiatives.
