Job summary

VDOT seeks a district-wide project controls leader to guide the construction management team, perform time and cost analyses, and support both pre- and post-award budgeting and change order cost estimation.

You will ensure compliance with policies, develop budgets, monitor CQIP metrics, and provide technical guidance across teams, coordinating with field staff and management to meet on-time, on-budget goals.

Qualifications

• Knowledge of CPM scheduling, cost estimating and contract administration.
• Ability to develop and monitor construction schedules and budgets.
• Experience leading construction and engineering staff to resolve issues.
• Strong communication with diverse stakeholders.
• Proven ability to research, analyze and resolve complex transportation problems.

Responsibilities

• Provide district-wide project controls leadership for construction management.
• Conduct time and money analyses comparing planned vs. field results.
• Support pre-award budget preparation and post-award reporting and cost estimation.
• Lead change order reviews and statements of intent to file claims.
• Ensure compliance with policies, procedures, laws and regulations.
• Develop budgets and strategic plans; monitor to meet objectives.
• Mentor staff and oversee program operations to CQIP and environmental goals.
