Job summary

The Virginia Department of Transportation seeks a district-wide project controls leader to guide the construction management team and drive on-time, on-budget delivery. You will analyze schedules and budgets, support change orders, and oversee pre- and post-award budgeting and cost estimation.

You will also provide quality assurance leadership, contract administration, and stakeholder communication across district projects, while mentoring staff and aligning with CQIP and environmental goals.

Qualifications

• Budgetary experience to include monitoring expenses.
• Experience applying methods of quality assurance and control.
• Experience applying CPM scheduling and cost estimating.
• Experience interpreting contracts and conducting constructability reviews.
• Managerial experience with oversight of staff.
• Valid Professional Engineer's license.
• Valid driver's license.

Responsibilities

• Provide district-wide project controls leadership to construction management team.
• Conduct time and money analyses comparing planned schedules and budgets to field results.
• Provide pre- and post-award budgetary reporting and cost estimation.
• Lead quality assurance and coordinate with field staff on NOI responses.
• Oversee contract administration and processing of monthly estimates.
• Manage communication between project teams and stakeholders.
• Lead and develop staff, budgets, and project management practices.
