POSITION OBJECTIVE
The Lead Police Dispatcher serves the various constituencies of Case Western Reserve University in a manner that is consistent with the educational philosophy and principles of the institution. The primary objective of the position is to reduce the threat of physical harm, protect the physical assets of the university, and provide assistance and emergency response services as warranted.
ESSENTIAL FUNCTIONS
Develop training protocol for new and existing Public Safety Dispatch Center personnel. Teach basic police dispatch procedures and terminology. Evaluate and document performance. (17%)
Perform the duties of police dispatcher. (39%)
Dispatch and receive radio calls to police and security personnel, handle emergency communication information and make proper notifications per department guidelines. Monitor all phones, radios, designated CCTV locations and alarms taking appropriate action from information received and notifying the appropriate contacts. (12%)
Responsible for the computer aided dispatch incidents and reviewing for quality assurance purposes. Match the email requests to the computer aided dispatch incidents recorded to ensure that contractors are following the proper procedure. (7%)
Responsible for the timely testing of panic buttons, blue light phones, camera testing and documentation according to the tracking system. Manage emergency telephone audit reports. Verify weekly telephone audit sheets and submit information to Telephone Services. (7%)
Preparation and/or data input of various security forms and reports such as incident reports, CAD¿s, maintenance calls, routine calls for service, discrepancies, access requests, etc. Operate and input data into ARMS computer. Maintain regular and complete logs. (7%)
NONESSENTIAL FUNCTIONS
Responsible for reporting any problem with dispatch equipment including camera monitors, computers, alarms, radio equipment, to the director. (4%)
Receive and dispatch maintenance calls, urgent calls for physical security, maintain card access requests for housing and act as university operator after business hours. Receive and disseminate pertinent information to the assistant director of parking maintenance. (3%)
Maintain/update an accurate record of building and room openings. Issue keys to faculty, staff and students per university key control policy on a pre-arranged basis. (2%)
Perform other job related duties as assigned. (2%)
CONTACTS
Department: Continuous contact with Director of the Communication Center, Officer in charge, campus security officers, fire technicians, Security Systems personnel, Public Safety Management and administrative staff. For emergency and non-emergency dispatch related information on a daily basis, via telephone and/or radio.
University: Frequent contact with contractors, and other university departments on a daily basis, via telephone and/or radio to exchange information.
External: Frequent communication with emergency response agencies, i.e. Cleveland Fire, Police and Emergency Medical Services, Cleveland Heights Fire, Police and Emergency Medical Services, University Circle Police, contractors, vendors, and visitors to exchange information.
Students: Daily contact via telephone; on occasion face-to-face contact for lost and found items.
SUPERVISORY RESPONSIBILITY
Supervise assigned probationary police dispatchers during their training period, and provide periodic temporary supervisory coverage in the director's absence.
QUALIFICATIONS
Experience: 3 to 5 years of related experience required; dispatch/communications experience preferred. Must pass a background investigation, including criminal history.
Education/Licensing/Certifications: High school education required; 2-year degree in law enforcement/ criminal justice preferred. Possess a valid Ohio operator¿s license with no significant violations. Public Safety Telecommunicator I and Association of Public-Safety Communications Officials (APCO) Certified Training Officer certification required at the time of or within 12 months of hire. Certification must be maintained throughout tenure. Emergency Medical Dispatcher certification by APCO is preferred.
REQUIRED SKILLS
Possess the ability to interact in a sensitive, courteous and understanding manner with members of a diverse academic community. Good verbal and communication skills.
Must be able to quickly and accurately type emergency call information in the Computer Aided Dispatch system.
Basic computer skills.
Knowledge of alarm monitoring systems, operating systems, proper notification techniques of system issues and problems.
Understanding of system programming for building openings.
Understanding of the card access system and usage of ID cards to include building access, assignment of meal plans, the usage of contractor ID badges and housing temporary ID cards.
Understanding of the CCTV operations in the dispatch center.
Complete various dispatch required training programs.
Demonstrated history of successful support, education, and advocacy for all students, aligned with the values, mission, and messaging of the university, while adhering to the staff policy on conflict of commitment and interest.
Ability to meet consistent attendance.
Ability to interact with colleagues, supervisors and customers face to face.
Ability to effectively communicate the needs of the department with frontline dispatchers.
WORKING CONDITIONS
Office setting. The employee will need to be able to lift up to 25 lbs., bend/stoop, kneel, push and pull. The employee will perform repetitive motion using a computer mouse and keyboard to type.
