State of Washington Dept. of Social and Health Services (DSHS) is seeking a Payroll Fiscal Analyst 3 Lead in the Affidavit/SOL/Unclaimed Property Unit. You will manage SOL warrants, coordinate with the Department of Revenue, and prepare the annual unclaimed property report, ensuring accuracy of agency financial records.

This hybrid role emphasizes independence within a small, collaborative team and offers strong professional development, mentorship, and opportunities for cross-training.

Qualifications

  • Bachelor’s degree with 18 quarter or 12 semester hours in accounting and 2–3 years of relevant professional experience.
  • NOTE: Master’s degree or professional certifications may substitute for experience but not for required credit hours.
  • Professional experience may substitute for education, but not for required accounting credits.

Responsibilities

  • Reissue DSHS stale dated warrants (SOL) and establish/clear GL accruals.
  • Prepare and submit monthly reimbursement requests to the Department of Revenue for unclaimed property warrants.
  • Clear SOL warrants canceled as expired by the Office of the State Treasurer; receipt of funds from Revenue for reissuance.
  • Cancel current undeliverable/returned warrants per policy.
  • Balance 5194 SOL subsidiaries before annual reporting to DOR; perform reconciliations at program level.
  • Process annual unclaimed property (SOL warrants) report and funds to DOR by Nov 1.
  • Correct warrant cancellations to clear AFRS in process.
  • Reissue DSHS employee, vendor and provider warrants if lost/stolen/destroyed.
