Job summary

Tech Army, LLC seeks an experienced Lead Operations Support Specialist (Turnover Coordinator) to support facility turnover and operational readiness for our client. This role coordinates construction completion, documentation, and acceptance to ensure safe handover to operations.

The position requires a technical degree with substantial relevant experience, knowledge of DOE orders, and the ability to obtain a DOE Q clearance.

Qualifications

• Bachelor's/associate degree with extensive regulatory exposure required.
• Experience in industrial construction or turnover processes is essential.
• Ability to interpret engineering drawings and QA/QC documentation.

Responsibilities

• Schedule and participate in turnover walkdowns and acceptance steps.
• Develop turnover packages and coordinate acceptance with receivers.
• Compile punch lists and classify turnover outcomes (A/B).
• Verify as-built drawings, equipment lists, manuals, and records.
• Resolve documentation discrepancies with contractors and teams.
• Support work control, procedures, and safety/regulatory compliance.

Job Title: Lead Operations Support Specialist (Turnover Coordinator)

Work Engagement: 12 month Contract

About the role:

We’re seeking an experienced Turnover Coordinator to support facility turnover and operational readiness activities for our customer. This role coordinates construction completion, documentation, and acceptance to support safe handover to operations.

Responsibilities

• Schedule and participate in turnover walkdowns.
• Develop turnover packages and coordinate acceptance with receiving organizations.
• Compile punch lists and facilitate “A” and “B” classifications.
• Verify as-built drawings, equipment lists, operating manuals, and required turnover records.
• Resolve documentation discrepancies with contractors, vendors, and internal teams.
• Support facility work control, procedure implementation, and compliance with applicable safety and regulatory requirements.

Required qualifications

• Technical bachelor’s degree plus 10 years of relevant experience; technical associate degree plus 14 years; or high school diploma plus 18 years.
• Comprehensive functional knowledge and understanding of applicable policies, procedures, DOE orders, and regulatory requirements.
• Strong coordination, analytical, communication, and independent decision‑making skills.
• Ability to obtain and maintain DOE Q clearance. Clearance timing will be confirmed for the assignment.
• Ability to perform required construction‑site activities safely, with reasonable accommodation where applicable.

Preferred qualifications

• DOE facility testing, commissioning, or startup experience.
• Turnover documentation, project closeout, industrial construction, completions, or QA/QC experience.
• Knowledge of nuclear facility operations, engineering drawings, and quality compliance.
• Proficiency with Primavera P6 and Microsoft Word, Excel, and PowerPoint.
• DOE L or Q clearance held within the past two years.
