Seeking a Lead Operations Specialist / Turnover Coordinator to support our client in Aiken, SC.

Requirements:

The Contractor will plan, develop, implement, and administer a variety of broad or unique programmatic, technical or administrative functions in direct or indirect support of operations. Provide immediate level guidance, work direction, oversight, and leadership to a functional work group(s), section or unit in an operations or operations support capacity. Act in a lead capacity and may direct the work of both exempt and nonexempt employees in a non-supervisory capacity.

• Perform a wide variety of complex, advanced and diverse functions in direct or indirect support of operations in the area, department, section, unit or work group assigned. Receive assignments in the form of objectives and establish goals to meet objectives. Exhibit competency at the highest technical or programmatic level as demonstrated through both personal expertise and the effective direction and leadership of assigned work group. Provide centralized control of a program or process that supports operations. Interpret and communicate programmatic, technical or process changes to operations personnel. Generally acknowledged as the highest level subject matter expert in a staff position for the general function or area supported. Monitor and assess operations-related evolutions in facility systems or equipment. Ensure the safe and optimally efficient operation of facility systems and equipment. Perform periodic reviews and assessments to ensure facility systems are operating properly and are being maintained within required limits. Maintain a comprehensive awareness of scheduled or anticipated work evolutions or other related operations support activities that could impact facility operations on shift/area of responsibility. Demonstrate positive and adverse trends in operations and operations support Performance measures. Identify causal factors and develop recommendations to mitigate adverse trends and to enhance positive trends.
• Prepare and/or review facility work packages and related work control processes in support of operations. Review and ensure the communication and understanding of new and revised technical and operations procedures, bulletins and required reading to operators and other relevant operations support personnel. Conduct training for operations personnel on new systems and equipment and evaluate and critique performance. Function in a variety of contingency coordinator roles in support of operations. May provide feedback and recommendations to management on work group performance for training, discipline, promotion and demotion. May provide relief for or represent the next immediate level of management.

Additional Duties:

• Scheduling and participating in turnover walkdowns.
• Developing turnover packages to present to the appropriate accepting organization using the required turnover forms.
• Coordinating with the accepting organization to compile a turnover punch list.
• Facilitate designating each punch list item as either "A" or "B" punch list items.
• Notifying the accepting organization an SSC(s) is ready for turnover
• Requesting the Facility Manager to determine if a Final Acceptance Inspection in accordance with Manual 8Q, Procedure 51 is required when Operations is the accepting organization
• Prepare and document all required turnover deliverables, including as-built drawings, equipment lists, and operational manuals.
• Ensure all turnover activities meet nuclear regulatory requirements and safety standards.
• Liaise with contractors, vendors, and internal teams to confirm completion of work, resolve documentation discrepancies, and verify readiness for handover.
• Maintain accurate records for audits, inspections, and future operations.
• Strict adherence to safety rules and regulations, including wearing safety equipment.
• Evening and weekend hours depending on construction/Commissioning schedule

Work Hours:

A 40 hour work week is scheduled. SRNS utilizes various work schedules including 5/8s (8 hour/day; five days per week), 4/10's (10 hours/day; four days per week), and 9/80's (9 hours/day, five days on week AA and four days on week BB. Work week excludes client holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager. May be expected to support the backshift on occasion. The anticipated work schedule is Monday - Thursday, 6:00 am to 4:30 pm.

Travel:

Travel may be required to support benchmarking to ensure best practices are being utilized for HFTOC commissioning.

Area Security Access:

Candidate must be able to obtain and maintain a DOE "Q" security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.

Qualifications:

Required

• A comprehensive level of knowledge and understanding of all aspects of the functional area assigned is required, including specific knowledge of a facility or area or location supported, where appropriate.
• Thorough knowledge and understanding of all pertinent policies, practices, procedures, DOE orders and regulatory statutes which impact the function or facility supported.
• Excellent communication and coordination skills to manage cross-functional teams.
• Ability to work in highly regulated environments with attention to detail and safety.
• Strong analytical skills to interpret project turnover requirements and resolve documentation discrepancies.
• Ability to make independent decisions regarding compliance enforcement and corrective action recommendations.
• Strong verbal and written communication skills for coordinating with project teams, subcontractors, and owner representatives.
• Ability to work independently with minimal supervision while managing competing priorities.
• Physical Requirements :
  • Able to easily navigate on foot task of an operating construction site daily to include: walking, climbing, stooping, standing, in a large-scale construction project environment, climbing stairs and scaffolding, walking through uneven and rough terrain, and entering confined spaces (as necessary).
  • Performing the essential job functions consistently, safely, and successfully with the ADA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards.
• Must be able to maintain and obtain a DOE "Q" clearance

Education

• Bachelor’s degree in a technical discipline and 10 years of relevant experience OR
• Associate degree in a technical discipline and 14 years of relevant experience OR
• High School Diploma and 18 years of relevant experience
• 4 Year Degree preferred but not required.

Preferred

• Strong understanding of nuclear facility operations and regulatory compliance
• Experience with turnover documentation and project closeout processes
• Proficiency in engineering drawings, manuals, and compliance checklists
• 1-3 years of experience in industrial construction, completions, turnover, or QA/QC
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and Primavera P6
• Fundamental understanding of turnover documentation, commissioning, and quality compliance
• Candidates with previous testing, commissioning, and startup of DOE facilities
• Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years
